Job Description
The Sustainability Bureau seeks a highly motivated individual to join our Energy Code Compliance unit as an Energy Code and Sustainable Buildings Specialist, a key role responsible for publishing amendments to the Energy Code and related regulations. The Energy Code and Sustainable Buildings Specialist is a project manager responsible for establishing new performance-based metrics and energy targets based on research and reports from third-party consultants. The role will be instrumental in supporting and managing initiatives within the Sustainability Bureau focused on Energy Code compliance and decarbonization in the built environment. The ideal candidate thrives in a collaborative, mission-driven environment and is equally comfortable with research, analysis, and stakeholder meetings.
Key Responsibilities
- Research, analyze, and develop Energy Code metrics and sustainability policies related to buildings.
- Manage the planning, execution, and completion of projects related to Energy Code compliance, overseeing project timelines, resources, and deliverables; ensure consistency with other building sustainability laws.
- Conduct policy and data research to support program decisions, analyze large datasets, and perform statistical evaluations.
- Coordinate and support data collection to inform program evaluations.
- Develop technical documentation and contribute to reports, presentations, and other communications, including using data visualization tools.
- Collaborate with stakeholders at different levels including facilitating meetings, preparing agendas, and tracking action items to ensure follow-up and accountability.
- Provide technical expertise on Energy Code related matters across internal units, external partners, and stakeholders including City agencies, consultants, and the public.
- Draft internal memos, policy proposals, and progress reports for executive audiences.
- Support budget planning, grant tracking, and procurement activities where needed.
- Present findings in internal and external forums.
FUNDING:
This position is funded by the federal Energy Efficiency and Conservation Block Grant (EECBG). The grant end date is 8/31/2027.
REMOTE WORK:
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Minimum Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred Skills
Required Skills: - Proficiency in Microsoft Excel and PowerPoint, and data visualization tools. - Strong organizational, communication, and writing skills. - Ability to manage multiple priorities and deliver high-quality work under tight deadlines. Preferred Experience and Skills - Familiarity with NYC Energy Codes, Local Laws (especially LL97 and LL88) or sustainable building standards. - At least 1 year of project management experience. - Proficient in working with large administrative datasets and applying statistical analysis to support research and evaluation. - Skilled at communicating complex findings through written reports and presentations tailored to diverse audiences. - Experience working with diverse stakeholders in a policy or regulatory environment.

New York City residency is generally required within 90 days of appointment.
