The Department of Buildings has an essential role in the One NYC 2050 Plan for a Strong and Fair City, Climate Mobilization Act, and One City-Built to Last citywide initiatives; we are focused on energy efficiency in New York City buildings. A foundation of these initiatives is enforcement of the New York City Energy Conservation Code, since energy consumption in NYC buildings contributes nearly three-quarters of our greenhouse gas emissions.

The Department of Buildings is a City agency responsible for ensuring the safe and lawful use of buildings and properties by enforcing the Building Code, the Zoning Resolution, and the Energy Code. We facilitate compliant development with integrity, efficiency, and professionalism. As a Department we are committed to becoming a premier municipal building organization, dedicated to enhancing the quality of life for all New Yorkers and making our city safer. Under supervision, the Assistant Plan Examiner, Energy Code will be accountable for the following;

  • Examining and reviewing design and/or equipment plans and specifications for the construction, alteration, or repair of buildings under the jurisdiction of the Department of Buildings to note compliance with and violation of the New York City Energy Conservation Code (NYCECC), Building Code, and other pertinent codes and regulations regarding structures, materials, applications, and methods of construction, etc.

  • Preparing reports and recommendations on the approval of applications and the issuance of permits for building construction

  • Coordinating with Energy Code Inspectors to support investigations of buildings

  • Responding to public inquires on technical issues in person, via telephone, via fax and e-mails

  • Researching technical issues, issuing interpretations, and responding to inquiries submitted by the industry with respect to the requirements of the NYCE CC, Building Code, Zoning Resolution and other rules, regulations and legislation as they apply to the legality of proposed building construction, alteration, or repair

  • Participating in the creation and delivery of training and educational documentation to internal staff as well as to the public with respect to Energy Code and the installation of sustainable building solutions

  • Assisting staff in the Office of Technical Affairs and Code Development as needed

Minimum Qualification Requirements
1. A baccalaureate degree in civil or mechanical engineering from an accredited college or university and either (a) one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction or (b) a master’s degree in civil or mechanical engineering from an accredited college or university; or
2. A baccalaureate degree in civil or mechanical engineering technology from an accredited college or university and two years of full-time engineering or architectural work in building design or building construction; or
3. A baccalaureate degree from an accredited college and a master’s degree in civil or mechanical engineering from an accredited college or university, plus one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction; or
4. A Bachelor of Architecture or a Master of Architecture from an accredited college or university, both of which are first professional degrees in architecture (please note that a baccalaureate degree in architecture awarded after a four year program does not qualify); or
5. A Bachelor of Science degree in architecture that is the first four years of a five year first professional degree program in architecture, and one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction; or
6. A baccalaureate degree in architectural technology from an accredited college or university and one year of full-time satisfactory experience in civil engineering, mechanical engineering, or architectural work in building design or building construction.

REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

Minimum Qualifications


1. A baccalaureate degree in civil engineering from an accredited college or university and either (a) one year of full-time satisfactory experience in civil engineering work in building design or building construction or (b) a master’s degree in civil engineering from an accredited college or university; or

2.A combination of a baccalaureate degree in civil engineering technology from an accredited college or university and either (a) two years of full-time engineering work in building design or building construction or (b) a master’s degree in civil engineering from an accredited college or university, plus one year of full-time satisfactory experience in civil engineering work in building design or building construction; or

3. A Bachelor of Architecture or a Master of Architecture from an accredited college or university, both of which are first professional degrees in architecture (please note that a baccalaureate degree in architecture awarded after a four year program does not qualify); or

4.A Bachelor of Science degree in architecture that is the first four years of a five year first professional degree program in architecture, or a Bachelor of Science degree in architectural technology from an accredited college or university and one year of full-time satisfactory experience in architectural work in building design or building construction.


Preferred Skills


- Experience working with the New York City Energy Conservation Code, the New York City Building Code and Zoning Resolution, the Energy Conservation Construction Code of New York State, and the International Energy Conservation Code. - Experience working with COMcheck, REScheck, and the ASH RAE 90.1 Energy Standard for Buildings. - Demonstrated ability and enthusiasm for legislative affairs and code enforcement. - Demonstrated excellent communication, organization, writing skills and ability to meet/manage aggressive deadlines. - Demonstrated ability to work effectively with and motivate project teams in both leading and supporting roles. - Demonstrated ability to work effectively and execute tasks without a project team (i.e. individually/"on your own") - Computer proficiency, including AutoCAD, MS Word, Excel, PowerPoint, Visio, Project and Access Preference may be given to candidates with CEM and/or LEED accreditation.
