Compensation:
- Salary Range: $26.00 - $27.50/hr

Position Summary:
The Information Technology Contracts Officer will be a subject matter expert in the area of technology. This position will work with a team of IT Procurement Officers, including the Deputy Director, PO III (Team Lead), and another PO II which service Technology contracts and vendors. This position will build redundancy in this commodity area and will serve with the overall succession planning within OPC. The position is responsible for overall business processes, both within the Office of Procurement and Contracts and across the State of Kansas.
Primary duties and responsibilities assigned to the Procurement Officer II positions include the following:
- This is specialized contract administration work revolving primarily around Technical and IT efforts.
- This position will be the primary interface between vendors and agencies. Serving in this role requires the ability to understand complex situations, communicate in a non-technical manner with business entities, and to be able to apply critical thinking skills to resolve complex issues.
- Managing contract disputes between vendors and agencies.
- Reviewing agency requests for goods and services (requisitions) along with facilitating and/or leading bidding solicitations (RFP, RFQ, IFB), analysis of bids, establishment of contracts along with development of statewide, multi-agency contracts.
- Subject matter knowledge and experience in the facilitation of contracts for goods and services in one or more key areas is needed.
- Key areas may include, but not limited to enterprise technology services, business and public services, scientific supplies/equipment/services, financial services, educational services.
- Duties may include advising and leading agency level Administrative/Finance Offices on procurement processes to initiate procurement of goods and services, including bidding solicitation procedures.
- Work with the Intern on the project to review and organize contracts for the department, to compile and document data for a consistent and formal process of working with cooperatives for bidding, procurement and contract processes. Collaborate with fellow Procurement Officers to establish a set of steps with the goal to have developed a tracking system for current contracts.
- Additional initiatives are focused on improved enterprise procurement methods.
Minimum Qualifications:
- The applicant must have exceptional communication and presentation skills as demonstrated in application materials and interviews.
- A minimum of one (1) years of experience in purchasing of commodities or services is required. This is contract administration work as well managing the end-to-end bid solicitation processes. Knowledge shall include recent experience in process bid solicitations such as requests for quotes (RFQ), invitations for bids (IFB), and negotiated procurement also known primarily as request for proposals (RFP).
- Valid Kansas driver’s license required. Travel to pre-bid events is a required duty for this position. This may occasionally involve an overnight stay and/or up to 7 hours of driving time. Pre-bid events are typically held outdoors, in various weather conditions.
Preferred Qualifications:
- Five (5) years of experience in public or enterprise procurement and contracting construction and industrial equipment. Experience advising end users on bid requirements (specifications), business processes, along with preparing final bid documents, understanding estimates, analysist of bid submissions, contracting, contract languages and awarding contract processes.
- Agency/business unit procurement experience along with writing specifications, issuing solicitations for enterprise agreement and agency specific agreements for commodities and services Experience in the development of statewide, multi-agency contracts, enterprise strategic sourcing, negotiation, and contract work is desired.
