ABOUT DMCI AND THE EPIC INITIATIVE
Denver Metro Community Impact (DMCI) is the backbone agency for the Elevating Prevention in Colorado (EPIC) initiative, funded by the Colorado Department of Public Health and Environment (CDPHE). EPIC is a five-year (FY27–FY31) collective-impact effort to prevent youth substance use and violence in the Near Northeast Denver geographic area of focus — Clayton, Cole, Five Points, Park Hill, Skyland, and Whittier — by strengthening shared protective factors and addressing systemic root causes including housing instability, economic exclusion, and disinvestment.
DMCI applies the Strategic Prevention Framework (SPF), the Communities That Care (CTC) model, and the CDC Policy Change Process to support a youth-centered coalition, evidence-based programs, and policy and systems change.
ABOUT THE ROLE
The EPIC Program Evaluator owns the "data-to-action" pipeline for DMCI's EPIC initiative. The Evaluator translates community stories, survey data, and coalition observations into the formal assessments, plans, and reports required by CDPHE — and, equally important, translates that data back to the community in accessible formats so that residents, youth, and coalition members can lead decisions about prevention strategy, policy change, and quality improvement.
KEY RESPONSIBILITIES
• Community Assessments — Lead the design, fielding, and analysis of the Community Readiness Assessment (CRA) and Community Needs Assessment (CNA), using mixed-methods data collection (surveys, focus groups, listening sessions) and documenting findings in CDPHE-required formats.
• Healthy Kids Colorado Survey (HKCS) Liaison — Serve as DMCI's liaison to the Colorado School of Public Health HKCS team; provide CDPHE the list of middle and high schools in the geographic area of focus; support school recruitment, secure report-sharing agreements, and coordinate biennial scaled risk and protective factor reports.
• Strategic Plan & Reporting Documents — Draft, maintain, and revise core CDPHE-required documents on the published deliverable calendar — including the five-year Evaluation Plan, the Sustainability Plan, the Annual Community Action Plan (CAP), the Community Strategic Plan, and the Annual Performance Report.
• Data Collection & Shared Measurement — Design and maintain qualitative and quantitative data-collection systems aligned with the EPIC logic model, theory of change, and shared measurement framework; assist data collection efforts to support process and outcome evaluation across SPF / CTC / CDC Policy Change Process activities.
• Continuous Quality Improvement — Analyze coalition and program data quarterly, identify trends and Quality Improvement opportunities, and present recommendations to the Program Manager, Executive Director, and coalition for action.
• Community-Facing Data Sharing — Present data back to youth, residents, and coalition members in plain-language, visual, and culturally responsive formats — including community dashboards, listening sessions, and one-pagers — to empower resident decision-making and democratize evaluation.
• Positive Youth Development Evaluation — Apply the CDPHE Positive Youth Development in Action rubrics (adult and youth versions) to assess and strengthen youth involvement across coalition activities.
QUALIFICATIONS
• Master's degree in evaluation, public health, public policy, statistics, social science research, or a related field — OR a Bachelor's degree with at least four years of directly applicable evaluation or research experience — OR an equivalent combination of education, professional experience, and lived community experience.
• Minimum two years of program evaluation, applied research, or social-science data analysis experience, preferably in a public health, education, or community-based setting.
• Experience designing and administering surveys, focus groups, or community assessments is required.
• Experience with collective-impact, coalition-based, or community-led initiatives strongly preferred. Lived experience in Northeast Denver is a strong asset and may substitute for a portion of the formal experience requirement.
• Working knowledge of program evaluation theory and practice — logic models, theory of change, process and outcome evaluation, and developmental evaluation.
• Working knowledge of qualitative methods (interviews, focus groups, document review, thematic coding) and quantitative methods (descriptive statistics, survey design, basic inferential analysis).
• Familiarity with prevention science, the Strategic Prevention Framework (SPF), Communities That Care (CTC), the CDC Policy Change Process, and shared risk and protective factor frameworks; willingness to deepen this knowledge through CDPHE-provided training.
• Familiarity with the Near Northeast Denver community and with public-health equity frameworks, including the social-ecological model and the social determinants of youth substance use.
• Skill in data-analysis software such as Excel, Google Sheets, R, SPSS, Stata, NVivo, Dedoose, or comparable tools.
• Skill in clear technical writing for funder audiences AND clear plain-language and visual communication for community audiences.
• Skill in facilitating community-engaged evaluation activities — focus groups, listening sessions, participatory data interpretation — with youth and residents.
• Ability to maintain the confidentiality and ethical handling of community and participant data, including compliance with applicable IRB, FERPA, and HIPAA standards as relevant.
• Valid Colorado driver's license or reliable alternative transportation; ability to pass a background check appropriate for work involving youth and community partners.
WORK SCHEDULE
Hybrid position based at DMCI's Northeast Denver office. Regular evening attendance after 5:00 p.m. is required: per CDPHE EPIC contract standards, coalition meetings, community forums, listening sessions, and youth fellowship convenings are scheduled at times that do not conflict with residents', youth, and working partners' work and school schedules — which means most meetings take place in the evenings on weekdays. Occasional weekend availability is also required for community events and partner activities.
COMPENSATION & BENEFITS
• Salary Range: $65,000 – $75,000 annually, depending on experience and qualifications.
• Fringe Benefits: approximately $14,000 annually (paid time off, observed holidays, and employer-supported health and retirement benefits per DMCI personnel policies).
• Total Compensation Package: approximately $79,000 – $89,000 annually.
• Professional Development: dedicated annual budget for conference registration, travel, and lodging.
• Employment Type: Full-time, exempt (FLSA), 1.0 FTE.
• Anticipated Start Date: on or before July 1, 2026.
• Initial Funding Period: July 1, 2026 – June 30, 2027, with renewal contingent on continued CDPHE EPIC funding through June 30, 2031.
