This role is nonexempt. The hiring range is $25.95 - $32.43 per hour based on skills and expertise in the field.
Job Summary
Under basic supervision, maintains and prepares agency payroll, technical reports, employee benefits records, and other technical and accounting records for the Finance Department; researches technical issues, reconciles accounts, resolves discrepancies, and maintains the accuracy of the payroll records.
Essential Duties & Responsibilities
Payroll Processing
• Uses payroll software to input and manage payroll data, ensuring timely and accurate preparation of payroll checks, including processing irregular payments such as off cycle checks.
• Serves as the primary point of contact fo employee inquiries related to payroll, addressing questions and resolving issues promptly. Maintains accurate records of vacation and personal time off, ensuring compliance with company policies and labor laws.
• Assists in ensuring payroll practices adhere to government regulations, including tax withholdings and reporting requirements. Generate and distribute payroll reports for management review, providing insights into payroll expenses and trends.
• Works closely with the HR Department to integrate payroll data with employee records and benefits administration, while participating in the evaluation and enhancement of payroll processes to improve efficiency and accuracy.
Grant Billing
• Prepares and submits supporting documentation for grant billing invoices in accordance with grant agreements and funding requirements, ensuring timely processing to maintain funding flow.
• Works closely with finance team to gather necessary documentation and resolve any discrepancies related to grant billing, ensuring alignment with project budgets and timelines.
General Accounting Support
• Provides support for accounts payable transactions, including invoice verification, coding, and timely payments to vendors, ensuring accuracy and compliance with company policies.
• Maintains accurate and organized financial records, including ledgers and journals, to support overall accounting functions and facilitate financial audits.
• Assist the accounting team in preparing financial reports and statements, providing necessary data and insights to support budgeting and forecasting efforts while collaborating with team members to resolve any accounting discrepancies.

Minimum Qualifications
• Education: High school diploma or GED
• Experience: Three (3) years of experience in payroll processing and general accounting support
• Education/Experience Equivalency: A combination of appropriate education and experience may be substituted for the minimum educational requirement.
Knowledge, Skills, and Abilities
• Expertise in using payroll software and systems for data entry, processing, and reporting
• In-depth knowledge of federal, state, and local payroll laws and regulations, including tax withholdings, FLSA, and compliance requirements.
• Strong attention to detail to ensure accuracy in payroll data entry, calculations, and reporting.
• Ability to handle sensitive employee information and maintain confidentiality in all payroll-related matters.
• Proficient in analyzing payroll data and generating reports to identify trends, discrepancies, and areas for improvement.
• Excellent verbal and written communication skills for effectively addressing employee inquiries and collaborating with team members.
• Strong problem-solving skills to identify issues related to payroll processing and implement effective solutions.
• Ability to manage multiple tasks and deadlines efficiently, particularly during payroll processing cycles.
• Proficient in maintaining organized and accurate payroll records, ensuring compliance with retention policies.
• A commitment to providing high-quality service to employees, addressing their payroll-related questions and concerns with professionalism.
• Willingness to stay updated on changes in payroll laws and best practices to enhance payroll processes and compliance.
• Ability to work effectively within a team environment, collaborating with HR and finance departments to ensure seamless payroll operations.
