This role is classified as non-exempt. The hiring range is $31.47 up to $39.32/hour depending on skills, experience, and certifications.

The role is union classified.

Summary of Job

The Assistant Property Manager is responsible for a variety of specialized and/or technical support work that requires detailed knowledge of Housing Management programs. Duties are assigned in accordance with the office procedures of individual development assigned. The individual will perform managerial and administrative duties. They will be responsible for front office reception duties, tenant accounting, and analyzing information and data to create, edit, compile, assess, and retrieve files. They must be capable of performing database and reporting functions. The assistant property manager will process routine maintenance requests, resolve resident complaints, and assist the Residential Property Manager (RPM) and other staff, as necessary.

Essential Duties

  • Assists the RPM in preparing the annual work plan and budget for the property.
  • Coordinates with the RPM and maintenance staff in maintaining quality control through appropriate unit inspections on unit turnovers.
  • Shows vacancies and other amenities of the property. Assists the RPM in maintaining acceptable performance levels as outlines in DHAs policy manual and HUD regulations in the areas of rent collection, vacancies, lease enforcement, unit maintenance, accounts receivable, and applicable investor requirements.
  • Conducts and completes annual and interim examinations, housekeeping inspections, and preventative maintenance inspections.
  • Performs lease-up, resident orientation, move-outs, and executes leases on behalf of DHA as directed by RPM. Ensures residents understand their rights, obligations, and responsibilities under the lease agreement.
  • Assists RPM in the preparation of an annual work plan and budget for the development.
  • Explains to resident's work order procedures, proper use of facilities, appliances, fixtures and equipment.
  • Other duties as assigned.

Minimum Qualifications

  • High School diploma or equivalent
  • College degree in business management, marketing, or related field preferred
  • A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
  • Minimum two (2) years clerical experience supporting affordable housing and/or mixed income properties or equivalent.
  • Experience with leasing affordable and/or market rate multi-family rental housing.
  • Human Services experience preferred.
  • Possess a rent calculation certificate
  • LIHTC certification required within 6-months of hire.
  • Certified Occupancy Specialist or equivalent certification required within 6-months of hire.
  • Valid Colorado driver license and an acceptable driving record.

Working Conditions and Environment

Work is performed primarily in a standard office setting with some travel to different sites and locations; incumbents may be required to work hours including evenings and weekends.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time occasionally move about inside the office to access file cabinets, office equipment, etc. to position oneself in order to operate all machinery; frequently moves items weighing up to 20 pounds across office for various needs; constantly operates a computer and other office equipment; travel to other locations using various modes of private transportation; and to verbally communicate to exchange information and ideas so others will understand. Must be able to exchange accurate information in these situations. The ability to observe details at close range (within a few feet of the observer) to be able to operate computer screen and printed documents; and to operate assigned equipment.
