Position Overview
The Project Manager (PM) will work under the direction of a Senior Project Manager or user agency personnel and will be responsible for managing and overseeing one or more IT projects. The role involves close interaction with mid-level officials, internal stakeholders, and private-sector partners to ensure successful planning, execution, and delivery of IT initiatives.
Key Responsibilities
- Manage all phases of assigned IT projects from initiation through completion
- Collaborate with stakeholders to define project scope, requirements, deliverables, and objectives
- Develop, maintain, and execute detailed project plans, schedules, and release plans
- Coordinate and integrate project activities across cross-functional teams
- Manage project resources, timelines, risks, and dependencies
- Identify, assess, and mitigate project risks and issues
- Implement and maintain project governance and quality assurance processes
- Take corrective action and resolve issues as they arise
- Prepare and deliver project status reports, presentations, and briefings
- Participate in phase, milestone, and final project reviews
- Define and enforce project documentation standards and procedures
- Conduct or support feasibility studies, analytical studies, and cost-benefit analyses
- Ensure compliance with applicable laws, regulations, policies, and standards
- Manage change control processes, including review and approval of change requests
- Implement information systems security plans and procedures
- Ensure appropriate user training and project documentation are developed and delivered

Experience Requirements
- Minimum 5 years of progressively responsible project management experience applying PM principles, methodologies, tools, and techniques
- Minimum 3 years of experience in a lead project management role
- Minimum 5 years of experience in:
- Designing and implementing project governance frameworks and business analysis standards
- Business analysis, including requirements gathering and technical documentation (intake forms, workflows, change requests)
- Using Microsoft Visio and at least two additional diagramming, workflow, or mockup tools
- Using Microsoft Project / Project Online and at least two additional project management tools
- Managing cross-functional, multi-stakeholder projects that resulted in organizational change (process improvements, system implementations, structural realignments)
Education & Certifications
Required:
- Bachelor’s degree (additional qualifying experience may be substituted on a year-for-year basis)
- Project Management Professional (PMP) certification from PMI (mandatory and will be verified; cannot be substituted)
Preferred / Additional Certifications:
- Certified Business Analysis Professional (CBAP) – IIBA
- ITIL 4 Strategic Leader or higher
- Portfolio Management Professional (PfMP) – PMI
