JOB SUMMARY/PURPOSE 

The Community Engagement Manager is responsible for Delta Utilities’ community engagement strategy and strengthening relationships across the communities we serve, with a primary focus on the Baton Rouge region. This role serves as a key liaison between Delta Utilities and local stakeholders, supporting increased transparency, community awareness, and proactive engagement around customer experience and service delivery.

Reporting directly to the Vice President of Communications & Community Development, this role oversees community-facing initiatives, manages external relationships, and supports the execution of strategic outreach efforts that align with Delta Utilities’ operational priorities. 

JOB DUTIES/RESPONSIBILITIES 

  • Lead the development and execution of a Baton Rouge-focused community engagement strategy to enhance customer relationships and community presence
  • Serve as a visible representative of Delta Utilities at community meetings, public forums, and local events
  • Support proactive outreach efforts to address customer questions and increase understanding of billing, services, and operations
  • Partner with Customer Operations and Regulatory teams to ensure clear, consistent, and timely communication
  • Build and maintain strong relationships with local elected officials, community leaders, neighborhood associations, and advocacy groups
  • Act as a liaison between Delta Utilities and municipal/state stakeholders to support alignment and responsiveness
  • Monitor community sentiment and stakeholder feedback to inform communications strategy and leadership decision-making
  • Identify opportunities to increase Delta Utilities’ visibility and engagement within the Baton Rouge community
  • Support partnerships with local organizations to strengthen community connections
  • Provide community insights to inform messaging, media strategy, and issue management
  • Support the development of talking points, FAQs, and community-specific messaging
  • Partner with cross-functional teams (Customer Experience, Operations, Regulatory, Legal) to align messaging and ensure coordinated responses to community needs
  • Provide feedback to leadership on emerging trends, risks, and opportunities related to community engagement Other duties as assigned

MINIMUM REQUIREMENTS 

Minimum education required of the position 

  • Bachelor’s degree in Communications, Public Relations, Political Science, Public Administration, Business, or a related field required

Minimum experience required of the position 

  • 5 years of experience in community engagement, public affairs, communications, government relations, or a related field
  • Demonstrated experience working with local communities, stakeholder groups, or public sector entities
  • Experience managing or supporting community-facing initiatives, outreach programs, or public meetings

Minimum knowledge, skills and abilities preferred of the position 

  • Strong relationship-building and stakeholder engagement skills
  • Excellent verbal and written communication skills (including public speaking)
  • Ability to navigate complex or sensitive community issues with professionalism and sound judgment
  • Strong organizational and project management skills
  • Ability to synthesize community feedback and translate it into actionable insights
  • High emotional intelligence and ability to build trust with diverse audiences

Physical Requirements 

  • Able to operate a personal computer, either desktop or laptop. 
  • Able to sit for extended periods of time. 
  • Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment. 
  • Able to exert up to 10 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.

  • Regular travel within the Baton Rouge region required to support community meetings, stakeholder engagement, and local events.
  • Periodic travel across Delta Utilities’ service territory as needed.
