Position Summary
The Office Project Manager / Federal Proposal Coordinator is responsible for managing opportunity tracking and proposal coordination efforts for federal, state, and local contracting opportunities. This position serves as the primary coordinator for federal contract solicitations, Task Order Request Notices (TORNs), SF330 Architect-Engineer Qualifications packages, task order proposals, and other procurement submissions while ensuring proposals are accurate, compliant, and submitted on time.
In addition to proposal coordination, this role supports project managers with project administration, scheduling, documentation, communication, and project tracking throughout the lifecycle of engineering and infrastructure projects.
Responsibilities
As the Office Project Manager / Federal Proposal Coordinator, you will:
- Track federal contract solicitations, task order opportunities, and procurement notices through SAM.gov and other government procurement platforms.
- Monitor opportunities issued under existing IDIQ, MATOC, GSA Schedule, and other federal contract vehicles.
- Monitor state and local government procurement opportunities that align with the firm's qualifications and strategic objectives.
- Review solicitations to identify project requirements, submission criteria, compliance requirements, evaluation factors, and proposal deadlines.
- Coordinate internal go/no-go discussions and communicate opportunities to leadership and technical teams.
- Lead the preparation and coordination of TORNs, SF330 Architect-Engineer Qualifications packages, task order proposals, qualifications packages, and other proposal submissions.
- Develop proposal schedules, compliance matrices, proposal checklists, and submission timelines from opportunity identification through final submission.
- Coordinate proposal development with engineers, project managers, subconsultants, and teaming partners to ensure all proposal requirements are met.
- Maintain corporate qualifications, project descriptions, personnel resumes, certifications, licenses, project references, and past performance information to support ongoing proposal efforts.
- Perform quality control reviews to ensure proposal packages are complete, accurate, compliant, and submitted on schedule.
- Maintain proposal calendars, opportunity pipelines, submission records, and procurement documentation.
- Support project managers with project setup, scheduling, documentation, and administrative coordination throughout the project lifecycle.
- Coordinate project meetings, prepare meeting agendas and action-item logs, and monitor project schedules and deliverables.
- Assist with contract administration, document control, progress reporting, invoicing support, contract modifications, and project closeout activities.
- Coordinate communications with clients, regulatory agencies, subconsultants, teaming partners, and multidisciplinary project teams.
- Maintain organized project files and identify opportunities to improve proposal coordination, project administration, and internal processes.
Minimum Qualifications
- Bachelor's degree in Business Administration, Project Management, Marketing, Communications, Construction Management, Engineering, or a related field.
- Three to five years of experience coordinating federal contract solicitations, proposal management, government contracting, or professional services proposals.
- Demonstrated experience managing proposal efforts from opportunity identification through final submission.
- Experience coordinating TORNs, SF330 Architect-Engineer Qualifications packages, task order proposals, or similar federal procurement submissions.
- Strong understanding of the federal procurement process, solicitation requirements, and proposal compliance.
- Exceptional organizational, communication, and time management skills with the ability to manage multiple proposal deadlines simultaneously.
- Strong attention to detail and commitment to producing high-quality work.
