General Description of the Position
An experienced professional who exemplifies integrity and has a proven track record of leadership and management skills for the position of Deputy Chief of Police Operations. This individual must appreciate and possess the ability to relate to a diverse multi campus population. This position reports to the AVP/Chief of Police and is responsible for overseeing a team of police officers, public safety officers, administrative support personnel and contract services as needed.
Essential Functions & Required Knowledge, Skills and Abilities
The following functions are essential to performing this job:
- Responsible for the enforcement of all laws and ordinances within its legal jurisdiction.
- Responsible for the management functions of planning, directing, coordinating, controlling, and staffing of all activities within Operations.
- Responsible for the implementation, evaluation, and maintenance of new and current security and public safety procedures to ensure that the safety of students, staff, faculty and visitors is paramount and always given the highest level of priority.
- Must possess exceptional interpersonal abilities as well as relationship building with all constituents, law enforcement professionals, community leaders, and neighboring residents.
- Provide vision, leadership and direction to all public safety personnel while conducting investigations, ensuring that all incidents are handled with the highest form of integrity, sensitivity and confidentiality while strictly adhering to all University policies, procedures and appropriate legal guidelines.
- Assist and coordinate and execute the campus Emergency Response and Crisis Management Plan, exhibiting a strong commitment to service excellence.
- Assist with accreditations required to function as Police Department for sworn personnel.
Deputy Chief of Police Operations:
- The overall efficient operation of the following units and/or personnel: Uniformed Operations
- Shall review recommendations for disciplinary actions against any member of the department assigned to Operations.
- Shall serve at the discretion of the AVP/Chief of Police.
- Shall periodically direct an inspection of all personnel, their equipment, lockers, Uniforms, and offices to which they are assigned.
- Shall initiate and direct the requirements necessary for the preparation and Execution of the budget.
- Shall assist in the preparation of the annual reports for the department of Police.
Qualification Standards
- Bachelor’s Degree in Law Enforcement, Criminal Justice, Business, or a related field is required. (Master’s Degree preferred).
- Minimum of 8-to-10 years of law enforcement/security experience in a management position.
- Must meet and maintain Delaware certification standards for a peace officer.
- Must possess strong oral and written communication skills.
- Must be able to work cooperatively and with sensitivity within diverse cultures.
- Experience with police unions preferred.
