Objectives
The Pretreat Technician will be a seasonal role with Delaware County Regional Sewer District. The individual will be scheduled to work up to 40 hours per week, with scheduling flexibility based on the intern’s availability and operational needs. Employment shall not extend beyond the seasonal period of 120 days.
The objective of the internship program is to provide a hands-on learning experience in the field of environmental compliance and wastewater treatment. The individual will observe, assist with, and participate in a variety of technical, field, and administrative tasks that support the monitoring and inspection of industrial and commercial wastewater discharges to help ensure compliance with applicable federal, state, and local pretreatment regulations. Through participation in field activities, inspections, sampling, equipment use, data review, and related administrative tasks, the intern will gain exposure to the daily operations of the Pretreatment Program while working in office, laboratory, and outdoor environments. Individual reports to the Program Manager.

Equipment:
Work consists of assisting with and performing a variety of technical, field, and administrative tasks related to wastewater pretreatment monitoring and compliance activities. Duties involve both standardized and non-standardized tasks that require the ability to learn and apply established procedures, regulations, and sampling methodologies. The Program Manager or assigned staff provides training, instruction, and guidance. Work is performed under general supervision, with tasks increasing in complexity as knowledge and experience are gained. Independent judgment is limited to applying learned procedures and identifying situations that should be referred to supervisory staff.
RESPONSIBILITY:
Supervisor provides direct guidance, instruction, and training for work activities. Individual performs assigned duties following established procedures and program guidelines while developing knowledge and skills related to pretreatment program operations. Independent decision-making is limited and typically involves selecting appropriate procedures or referring questions or concerns to supervisory staff. Individual is responsible for maintaining effective communication with supervisors, co-workers, facility representatives, and other individuals encountered during field and office activities.
Errors in work may result in inaccurate sampling data, incomplete documentation, disruption of program activities, or the need for additional staff time to review or correct work. Most work is reviewed by supervisory staff to ensure accuracy and compliance with established procedures.
IV. PERSONAL WORK RELATIONSHIPS: Individual has contact with supervisors, co-workers, and the public. Individual may also have contact with representatives of industrial or commercial facilities and members of the public during field activities. Individual is responsible for maintaining a positive working relationship with supervisors, co-workers, subcontractors, and other departmental personnel.
V. PHYSICAL EFFORT AND WORKING ENVIORNMENT:
Physical Requirements:Individual performs light to moderate work, which may require the lifting, carrying, pushing, or pulling of equipment and materials weighing up to fifty (50) pounds occasionally.
Physical Activity:The physical activity of the position is manual dexterity, talking, hearing, reaching, climbing, balancing, stooping, kneeling, crouching, crawling, standing, pushing, pulling, lifting, grasping, feeling, and walking.
Visual Activity: Work requires the ability to read instruments, gauges, laboratory reports, sampling documentation, and computer screens, as well as observe field conditions and equipment at varying distances.
Working Conditions: Individual works both inside and outside and is exposed to temperatures below 32 degrees and above 100 degrees for periods of more than one (1) hour. Individual is exposed to noise, vibration, oil, chemicals, wastewater and physical hazards. Job Standards
- Must be enrolled in a college-level educational program pursuing a degree or certification in a related field.
- Must possess a valid driver’s license and proof of insurance that complies with the County policy, combined with an acceptable driving record.
- Must meet and maintain qualifications for driving on county business as a continued condition of employment.
- All required licenses and certificates must be maintained as a condition of continued employment.
- All educational requirements must be maintained as a condition of continued employment.
- Collects representative wastewater samples from industrial users, sewer lines, and other designated locations using approved sampling protocols;
- Performs on-site field testing for parameters such as pH, temperature, dissolved oxygen, and other relevant indicators;
- Assists with ensuring proper chain-of-custody procedures for all collected samples and coordinate with approved laboratories for analysis;
- Assists with reviewing facility operations, pretreatment systems, and chemical storage areas to identify potential sources of prohibited discharges;
- Documents findings through detailed inspection reports, photographs, and compliance checklists;
- Maintains, cleans, and calibrates sampling and monitoring equipment, including automatic samplers, flow meters, and portable testing devices;
- Performs basic preventive maintenance and assists with minor repairs to ensure equipment reliability and accuracy;
- Maintains proper inventory and records related to sampling and monitoring equipment;
- Assists with reviewing laboratory results, flow data, and facility self-monitoring reports to identify potential violations or trends of concern;
- Maintains accurate and organized records in compliance with regulatory retention requirements;
- Assists with containment, sampling, and documentation of incidents to support enforcement and remediation effort;
- Operates a motor vehicle in both normal and inclement weather, as well as during daytime and nighttime conditions to perform job duties;
- Performs typing, word processing, and related computer operations;
- Demonstrates regular and predictable attendance; and
- Performs other duties as assigned.
- Assists in or performs any related nonessential functions as required.

- Ability to safely operate a motor vehicle in both normal and inclement weather, as well as during daytime and nighttime conditions is required.
