Objectives
Individual analyzes funding models, plan designs, and cost control measures, comparing options, and recommends to County leadership health insurance and other benefits options while ensuring compliance with state and federal regulations. The individual provides strategic direction and recommendations for the County’s health insurance renewal while balancing cost effectiveness for the participants and the County overall. Individual reports to the Deputy Administrator / Director of Administrative Services.
Job Standards
- Bachelor’s degree in business administration, public administration, finance, or related field plus a minimum of ten (10) years’ related experience in the health insurance industry, providing cost analysis, advanced funding models, and strategic objectives.
- Must possess a valid driver’s license and maintain an acceptable driving record.
- Must meet and maintain qualifications for driving on county business as a continued condition of employment.
- All required licenses and certificates must be maintained as a condition of continued employment.
Essential Functions
- Assesses the County’s insurance structure and funding models, making recommendations on costs, flexibility, financial risks, and savings;
- Provides strategic and advanced assessment, funding solutions, and analysis of risk factors to recommend appropriate, cost-effective health insurance coverage;
- Compares and recommends insurance plans, premiums, deductibles, etc., to provide the best value to align the County’s budget and employee needs;
- Reviews claims costs, trends, and data to identify opportunities for cost control and program improvement; Researches and gathers data using industry expertise to deliver solutions tailored to the needs of the County;
- Ensures plans and recommendations comply with applicable state and federal regulations;
- Prepares detailed reports and presentations for County leadership;
- Safely operates a motor vehicle in both normal and inclement weather, as well as during daytime and nighttime conditions, to attend meetings and perform job duties;
- Demonstrates regular and predictable attendance;
- Attends various training sessions, video conferences, and workshops;
- Performs typing, word processing, and related computer operations;
- Works overtime and outside of typical work schedule/business hours as required; and
- Other duties as assigned.
Supplemental Information
15 to 20 hours a week and not to exceed September 30, 2026.
