Job Summary
We are seeking a Project Manager to lead the modernization of a mission-critical enterprise Records Management System (RMS), replacing a legacy platform with a modern cloud-based solution. This role involves managing project planning, stakeholder engagement, vendor coordination, risk management, and implementation activities to ensure the successful delivery of a scalable, secure, and user-focused system. The ideal candidate will have strong project leadership experience, excellent communication skills, and a proven ability to deliver complex enterprise IT initiatives.
Responsibilities
- Lead all phases of enterprise IT project planning, execution, monitoring, and delivery.
- Coordinate project activities across business stakeholders, technical teams, vendors, and leadership.
- Manage project schedules, milestones, deliverables, budgets, risks, and dependencies.
- Ensure contract deliverables and project milestones are completed on schedule.
- Develop, maintain, and update project documentation, project plans, and implementation strategies.
- Identify project risks, recommend mitigation strategies, and escalate issues when appropriate.
- Track key project milestones and recommend adjustments to resources or schedules as needed.
- Facilitate project communications with technical teams, executives, and business stakeholders.
- Gather and document business and functional requirements.
- Coordinate user acceptance testing (UAT) and support overall testing efforts.
- Support data migration, implementation planning, training, and transition activities.
- Prepare executive status reports, steering committee presentations, and project documentation.
- Ensure compliance with State of Florida project management standards and governance requirements.
- Lead project meetings, stakeholder sessions, and technical discussions.
- Support grant documentation, budget requests, and executive reporting as required.
Required Qualifications
- Bachelor''''s degree in Computer Science, Information Systems, Business Administration, or a related field (or equivalent experience).
- Project Management Professional (PMP) certification required.
- Minimum of 5 years of IT experience, including 2 years managing enterprise technology projects.
- Experience managing large-scale software implementation or modernization projects.
- Experience managing vendors, contracts, project schedules, budgets, and deliverables.
- Strong knowledge of project management methodologies and best practices.
- Experience creating and maintaining detailed project plans and work breakdown structures.
- Experience facilitating meetings and documenting project decisions.
- Strong written and verbal communication skills with both technical and non-technical audiences.
- Proficiency with Microsoft Project and Microsoft Office Suite.
Preferred Qualifications
- Experience leading cloud-based application implementation or modernization projects.
- Experience with enterprise Records Management Systems (RMS), case management, or similar large-scale business applications.
- Experience supporting data migration and system implementation initiatives.
- Experience creating executive dashboards and legislative or executive-level project status reports.
- Knowledge of State of Florida Project Management and Oversight standards (Rule 60GG-1).
- Experience within criminal justice, public safety, law enforcement, or other government technology environments.
- Strong leadership, organizational, and stakeholder management skills.
- Ability to identify scope creep, prioritize competing initiatives, and maintain project momentum.
- Collaborative leadership style with a focus on innovation, communication, and continuous improvement.
