To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes: Establishes quantitative parameters, evaluates impact of resources, and recommends actions for approval. Identifies, develops, and analyzes Order Fulfillment Key Performance Indicators (KPIs) and metrics. Possesses expert knowledge and able to advise management on Order Fulfillment policies and processes. Ensures Order Management requirements and Sales Orders processes and transactions are implemented and maintained within DLA's Enterprise Business System. This includes the development, maintenance of Functional Specifications and technical documentation and policy. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. - Serves as the supply systems analyst expert and analyzes issues across all sites where processes related to Plan to Stock and Order to Cash are executed.
- Provides enterprise-wide Order to Cash and Plan to Stock improvement recommendations to Process Owners and Enterprise Business Cycle Owner.
- Serves as expert analyst and advisor to the Order Fulfillment Process Owner and other senior agency management on functional program improvement initiatives, and the development and implementation of policies and procedures.
- Assesses the impact of policy and legislative requirements from DoD and Congress to determine the required action.
- Establishes quantitative parameters for program execution, determines resource needs, evaluates impact of resource constraints, and recommends action for Process Owner approval.
- Utilizes a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the assigned processes.
