**Major Duties**

  • Serves as a System Applications and Products (SAP) Portfolio Manager (PfM) for the SAP Platform in the Defense Logistics Agency (DLA) Information Operations, J-6, Program Executive Office (PEO).
  • This position serves as the PfM for Platform Development responsible for architecting, designing, developing, testing, and deploying secure software solutions to implement functionality into the Enterprise Resource Planning (ERP) systems.
  • Provides visionary leadership and guidance to cross-functional teams, fostering a collaborative and high-performing work environment.
  • Employs strong interpersonal and communication skills to motivate, inspire, and empower team members.
  • Manages conflict effectively and drives team success in achieving portfolio objectives all while delivering software solutions at a rapid pace.
  • Provides program management oversight for the acquisition of corporate information technology (IT) systems, including major Automated Information Systems (AIS) and SAP products.
  • Ensures adherence to cost, schedule, and performance targets. Responsible for the successful execution of assigned portfolios, driving efficiency and effectiveness in IT acquisition programs.
  • Responsible for customizing COTS, when standard out of the box capabilities are unable to satisfy business requirements, and develop Government Off-the-Shelf products, guiding the introduction of these products into the ERP.
  • Oversees software sustainment, provides customer service, and resolves software related incidents. Reviews and accepts software deliverables developed, for the ERP.
  • Ensures ERP solutions are implemented in accordance with the SAP Platform Software Development Life Cycles.
  • Mission includes software modernization and sustainment solutions for Enterprise Business System (EBS), Federal Logistics Information System (FLIS), and Warehouse Management System (WMS).
  • In addition to WMS, the PfM supports Distribution Standard System (DSS), Extended Warehouse Management (EWM), and Transportation Management (TM).
  • Serves as the subject matter expert (SME) for their assigned system application and product programs.
  • Executes the sustainment, transformation, and leadership in delivering holistic DLA enterprise resource planning support and solutions to emerging systems, systems development, and enhancements.
  • Directs requirements interpretation into configuration of Commercial-off-the-shelf (COTS) software applications, identifies process and performance gaps in the software and oversees the design of solutions to identified gaps.

**Qualification Summary**

To qualify for a Supervisory IT Program Manager (APPSW/ SYSANALYSIS), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Provides portfolio management oversight for system applications and products with full control and authority over assigned mission operations. - Executes mission oversight and coordination, planning and directing the architecting, designing, developing, testing, and deploying secure software solutions for designated systems. - Directs, the interpretation of requirements and business objectives and ensures performance of optimal results to the solution. - Apply risk management techniques within program constraints to identify risks, assess the potential impact, and develop mitigation strategies to deliver intended capabilities. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary : $146,481 - $195,200
