For the GS14, one year of specialized experience, equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, demonstrating the ability to perform the duties of the position is required.
For this position, specialized experience isdefined as providing financial and resource management advisory services, including, but limited to, developing, reviewing, or analyzing activities' budgets, financial reports, or multi-year program; experience managing projects or collaborating with colleagues or team members on financial or budget-related information; or experience executing a general fund budget.
Time-in-Grade: Current or former federal employees who have held a GS-13 position or higher in the preceding 52 weeks on a permanent competitive appointment may be considered.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

- Manages program requirements and budgets across multiple appropriations. Conducts financial analysis, forecasting, and reporting to ensure fiscal compliance and strategic alignment of resources and oversees budget execution to ensure mission success.
- Leads the budget formulation process by developing and justifying financial plans. Analyzes resource needs, provides strategic fiscal guidance to leadership, and ensures alignment with mission objectives.
- Manages all phases of the Planning, Programming, Budgeting, and Execution (PPBE) process; aligns resources with strategic objective; develops the Program Objective Memorandum (POM) and Budget Estimate Submissions (BES).
- Prepares, develops, and publishes all required budget exhibits and justification materials required for the President's Budget (PB) and BES. Gathers and analyzes program data to build a defensible budget.
- Leverages Power BI and other business intelligence tools to automate budget reporting and analysis. Develops interactive dashboards to monitor financial performance, track execution, and improve overall efficiency.
