The Senior Human Resources Business Partner (Senior HRBP) is a strategic HR leader who partners closely with refinery leadership to drive talent strategy, workforce planning, and HR initiatives that enable operational excellence and business performance. The Senior HRBP serves as a trusted advisor to senior leaders, influencing key decisions related to organizational design, leadership development, employee relations, performance management, and change management. The ideal candidate brings a proven track record of building and implementing scalable HR processes that align with evolving business needs and support sustainable growth.
Accountabilities and Responsibilities
- Partner with senior refinery leadership to align HR strategy with business objectives, operational priorities, and long-term growth plans.
- Lead organizational design and workforce planning initiatives to enhance efficiency, support restructuring, and enable scalable growth.
- Develop and execute talent strategies, including acquisition, retention, and succession planning, with a focus on critical technical and leadership roles.
- Serve as a strategic advisor to senior leaders on performance management, workforce planning, and team effectiveness, including facilitation and calibration of year-end performance reviews to ensure fairness, consistency, and alignment with business goals.
- Provide expert guidance on employee relations, performance issues, and compliance with federal, state, and local labor laws.
- Foster a high-performance culture that promotes accountability, collaboration, and continuous improvement.
- Coach and mentor leaders to strengthen leadership capability, drive engagement, and improve retention outcomes.
- Leverage workforce analytics and organizational metrics to inform decision-making, identify trends, and address talent gaps.
- Lead and support change management initiatives related to organizational transformation, cultural evolution, and leadership transitions.
- Partner with Talent Acquisition to ensure strong, forward-looking talent pipelines aligned with future business needs.
- Ensure HR programs, policies, and practices are clearly communicated, consistently applied, and effectively adopted across the organization.
- Execute additional projects and responsibilities as needed to support evolving business priorities.

Education & Experience:
- Bachelor of Human Resources or Business Administration degree required or related field
- Master’s degree or HR certification (PHR/SPHR/SHRM-SCP) preferred.
- 10 years of progressive HR experience
- Experience in manufacturing and/or oil and gas industry required.
- In-depth knowledge of Texas and federal labor laws, safety regulations, and HR compliance requirements.
- Experience working with SAP, Workday, or equivalent HRIS systems.
Physical Restrictions:
- Prolonged periods sitting at a desk and working on a computer.
- You must be able to be onsite at PEMEX Deer Park for a minimum of three days per week.
- Must be able to drive and/or travel by bus and/or shuttle to various locations within the refinery.
