Department History and Overview
The Deer Grove EMS District was formed in 1978 when the villages and towns of Cottage Grove and Deerfield drafted an inter-municipal agreement to combine resources for the provision of Emergency Medical Services. Since that time, the department has grown beyond EMT-Basic and Intermediate licensure and now provides Paramedic level service - the highest licensed level of pre-hospital emergency care available in Wisconsin. In 2008, the District grew to include a portion of the Town of Pleasant Springs through contracted services. In 2012, the inter-municipal agreement was amended when the Town of Deerfield chose to pursue other options. In July of 2018, Deer Grove EMS happily welcomed the Town of Deerfield back on a contracted service basis.
In its current arrangement, the Deer-Grove EMS (DGEMS) District covers approximately ninety-five (95) square miles and represents a population of approximately 18,900 residents. DGEMS operates out of two stations, each has a defined quarters area, and each has the ambulance bay separated from the quarters area. These stations are collocated with the Cottage Grove Fire Department in the Cottage Grove Emergency Services Building, and Deerfield Volunteer Fire Department inside the Deerfield Fire Department. DGEMS utilizes a combined-type staffing model to provide two ambulances on duty 24/7/365, meaning the department staffs the ambulances with volunteer, part-time/limited-term, and full-time employees. Full-time paramedic employees are used as the staffing base for the primary ambulance. Part-time/casual staff members are also paramedics and are used to cover vacancies in the schedule. DGEMS offers volunteer positions to emergency medical technicians (EMT), advanced emergency medical technicians (AEMT), and emergency medical technicians paramedics.
The DeerGrove EMS Commission and EMS Chief seek candidates with high integrity, detail oriented, strong organizational and time management skills, and a commitment to excellence in customer service to serve as the District’s Administrative Services Manager. This individual will provide highly responsible and complex financial, analytical, and executive support to the EMS Chief and coordinate assigned activities with other EMS staff members. This position is responsible for managing financial systems, policies/procedures of budget development, and other activities including revenue and expense monitoring.
Principle Duties and Responsibilities
The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.
¨ Maintain District Accounting System, including reviewing, analyzing, and balancing all accounts on a monthly basis; prepare journal entries; prepare internal financial statements; guide and instruct bureaus in proper accounting procedures.
¨ Budget and Analysis Services, including assisting the EMS Chief with Long Term Financial Plan projections; assisting in preparation of revenue estimates for budget; reviewing fee amounts annually and recommending adjustments; assisting in preparation of the annual budget; providing budget management and financial analysis support.
¨ Supervise general department accounting activities, including directing monthly processing of purchase orders, accounts receivables, and accounts payable; directing bank reconciliations; oversee payroll reconciliation; directing and maintaining fixed asset records.
¨ Assist the EMS Chief, when necessary, with various projects or assignments.
¨ Project monthly, quarterly and annual cash flows to determine possible deficits and shortfalls.
¨ Performs other duties as assigned.
Salary, Benefits, and Schedule
This is a full-time, 40-hour/week position. The annual salary for this position is $75,000 - $90,000 depending on experience and qualifications. The DeerGrove EMS District offers an attractive benefit package that includes medical, dental, vision, and life insurance; vacation, sick, and holiday time. The District participates in the Wisconsin Retirement System (WRS) and employees have the option to participate in the Wisconsin Deferred Compensation program and short-term disability coverage (AFLAC, Liberty National). Wages and benefits are determined by the DGEMS Commission.
Successful candidates will minimally possess the following qualifications at time of hire:
§ Minimum education: Bachelor’s degree in Public Administration, Business Administration, Accounting, Finance, or related field, or an equivalent combination of education and experience.
§ Between four to six years of progressively responsible municipal government experience, preferably in a Fire/EMS environment, managing complex budgets from a variety of funding sources.
§ A valid driver’s license
§ Current WI EMT license is preferred.
§ CEVO/EVOC Training (May obtain after appointment)
Pay: $75,000.00 - $90,000.00 per year
