Job Title: GIS/ Permitting Specialist

Purpose:

Position Overview:
Join Deeply Digital as a GIS/Permitting Specialist and play a vital role in supporting our Projects Team in achieving key objectives for broadband expansion. You will work closely with both the Permitting and Projects teams to produce GIS data and cartographic outputs that facilitate the permit application and fiber construction processes. Your contributions will be essential in documenting detailed information that supports our initiatives.
Key Responsibilities:
- GIS Data Production: Generate PDF permit application exhibits from ArcGIS Pro for FTTP fiber builds and last-mile fiber installations, including documentation for Town ROW, County ROW, CDOT, BLM, USFS, Ditch Companies, Railroads, and utility companies.
- Project Coordination: Provide detailed project information to the permitting coordinator, including proposed excavation footage, construction methods, and general project plans to streamline the permit application process.
- Traffic Control Plans: Create Traffic Control Plans where applicable, including ROW permit applications for Town and County ROW. Opportunity for training and certification in MUTCD and ATSSA compliance.
- Map Exhibits for Grants: Develop map exhibits to support grant writing and reporting efforts.
- Permit Management: Maintain accurate records of permit applications using Deeply Digital’s Permit Management Application, ensuring proper tracking of permit progress through GIS data and attributions.
- ROW Planning: Assist in creating easement exhibits and conduct research on existing easements and ROW documentation via County and City Recorder’s offices. Digitize ROW and easement boundaries from recorded surveys and plats for use in construction drawing basemaps.
- Feasibility Analysis: Contribute to route feasibility analyses by validating proposed asset locations against ROW and permitting challenges.
- Support for Additional Workflows: Assist the permitting department with various workflows in ArcGIS Pro as needed.
Required Qualifications:
- Minimum of 1 year of experience with ArcGIS Pro, particularly in layout production workflows.
- General understanding of property information, including navigating assessor’s sites, clerk and recorder records, interpreting subdivision plats, easements, and property surveys.
- Proficient in reading and producing maps using aerial and underground utility construction terms and standards.
- Strong communication skills for effective interaction with municipalities, customers, and team members.
- Proficient in Microsoft Office Suite, including Excel, Word, Outlook, Planner, and Teams.
- Excellent attention to detail.
Preferred Qualifications:
- Bachelor’s degree in computer science, Environmental Science, Construction Management, or a related field.
- Prior experience in construction, especially in underground and aerial utility projects.
- CDOT TCS endorsement or certification, or the ability to obtain it within 1 year of starting the position.
- Experience designing temporary traffic control plans for utility construction projects.
- Familiarity with state, federal, and local permitting agencies.
Pay: $24.00 - $28.00 per hour
