Primary Purpose:

Provide excellent customer service by providing monitoring capabilities and an answering point
for safety and security matters across Decatur ISD. This position works Monday through
Friday and after hours as needed.

 

Education/Certification:
High school diploma or GED
Valid Texas driver’s license
College degree preferred

Special Knowledge/Skills:

  1. Knowledge of emergency operations planning
  2. Knowledge of National Incident Management System (NIMS), Incident Command System (ICS), and Federal Emergency Management Agency (FEMA) procedures
  3. Knowledge of health and school safety programs and applicable laws
  4. Strong public information, organizational, communication, and interpersonal skills
  5. Knowledge of local, state, and federal response procedures
  6. Ability to work within the county emergency operations center as applicable

Major Responsibilites and Duties:

  1. Assist with maintaining physical and computerized files and documentation records
  2. Maintain good communication skills to support principals, assistant principals, law enforcement partners and other DISD personnel as needed.
  3. Provide daily oversight and guidance monitoring campuses to provide protection in accordance with applicable law and district processes.
  4. Perform routine inspection of campuses and district property to ensure safety measures are being met.
  5. Stay up-to-date with current state and local laws, regulations and guidelines.
  6. Assist Executive Director of Operations in mandated safety and security reporting and surveys.
  7. Maintain all national, state and local emergency management plans, operating procedures and annexes at district and campus level.
  8. Call 911 for emergency assistance if necessary
  9. Report serious guideline violations to the supervisor
  10. Support and monitor district's surveillance cameras
  11. Support and monitor the access control system
  12. Provide leadership for the development, planning, and implementation of the district-wide school safety and security program.
  13. Responsible for district safety, emergency management, NIMS, and ICS, training of administrators, staff, and volunteers.
  14. Develop and provide guidance to campuses and other facilities for emergency procedure drills. Plan and coordinate drills with all instructional and non-instructional facilities to ensure readiness when needed.
  15. Plan agendas for the school safety and security committee; prepare the committee to staff the Emergency Operations Center.
  16. Oversee the annual review of the district emergency management plan using data, state guidance, and stakeholder feedback to assess effectiveness and make recommendations for improvement.
  17. Inform campus leaders of the status of campus preparedness and planning for weather-related or unexpected emergencies. 
  18. Act as the district liaison with local law enforcement, fire agencies, emergency management officials, and community leaders involved in emergency preparedness, response, and recovery.
  19. May oversee the school guardian program.*
  20. Serve as liaison to the school resource officer program.
  21. All other duties as assigned

*Dependant on program adoption.  Additional training may be required.

 

Policy, Reports and Law:

  1. Oversee development, maintenance, and implementation of the district’s multi-hazard emergency operations plan; ensure campus plans are up-to-date and in compliance with the latest standards in emergency response.
  2. Implement federal and state laws and regulations, local board policy, and insurance regulations and ensure compliance.
  3. Stay abreast of local, state, and federal public policy changes that could impact the district.
  4. Stays abreast of the relevant procedures and strategies for college campuses outlined by NIMS and ICS.
  5. Compile, maintain, and file reports, records, audits, and other documents as required.

 

Experience:
2 years safety and security preferred

  8. Ensure that established goals and expectations related to district safety and security are communicated clearly, consistently, and in a timely manner to all appropriate stakeholders.
  9. Prepare and deliver written and oral presentations regarding security and safety issues to the board, staff, and community, as required.
