The Site Safety & Health Officer (SSHO) will have primary responsibility for implementing, administering, monitoring, and enforcing the Contractor’s Safety & Occupational Health (SOH) program in accordance with the project contract, USACE EM 385-1-1, OSHA requirements, applicable federal and state regulations, and the approved Accident Prevention Plan (APP). The SSHO will work closely with the Project Manager, Superintendent, Quality Control Manager, subcontractors, foremen, and project personnel to maintain a safe and compliant jobsite. The successful candidate will be a proactive safety leader who is comfortable working directly with field personnel and project management and has the authority and confidence to stop work when unsafe conditions are identified.


Key Responsibilities

  • Serve as the primary Site Safety & Health Officer for the USACE project and maintain an active presence at the project site to Implement and administer the Contractor’s approved Safety & Occupational Health program and Accident Prevention Plan to ensure project operations comply with USACE EM 385-1-1, OSHA 29 CFR 1910 and 1926, contract requirements, and applicable federal, state, and local regulations.

  • Conduct and document site safety inspections and identify unsafe conditions, acts, and potential hazards. Immediately address unsafe conditions and recommend or implement appropriate corrective actions. Exercise stop-work authority when conditions present an imminent or unacceptable safety or health risk.

  • Develop, review, implement, and maintain Activity Hazard Analyses (AHAs) for applicable project activities. Ensure AHAs are communicated to and understood by affected employees, subcontractors, and supervisors before work begins. Monitor compliance with approved AHAs and update them as site conditions, personnel, equipment, or work activities change.

  • Coordinate with project management and subcontractors to ensure required Competent Persons (CPs) and Qualified Persons (QPs) are identified and available for applicable activities.

  • Investigate accidents, incidents, near misses, property damage, and other safety events and assist with required reporting and corrective actions.

  • Perform other duties necessary to maintain compliance with the contract and USACE requirements or as assigned.


Qualifications

  • Minimum five (5) years of cumulative safety experience within the previous ten (10) years managing or implementing a Safety & Occupational Health program on projects similar in industry type, size, and complexity for a Level 1 SSHO.

  • OSHA 30-Hour Construction certification is preferred, not required.

  • Working knowledge of USACE EM 385-1-1 and federal construction safety requirements preferred, not required.

  • Ability to identify hazards, evaluate risk, and implement effective corrective measures.

  • Ability to exercise sound judgment regarding safety and health issues.

  • Ability and willingness to stop unsafe work when necessary.


Preferred Skills

  • Proficiency with Microsoft Office, including Word and Excel.

  • Ability to work independently while effectively coordinating with project management and field personnel.

  • Ability to work on an active construction site and travel as required by project needs.

  • Experience with RMS 3.0 or other construction quality management/documentation systems preferred, not required.
