The Program Manager for Group Homes under QLO is an opportunity to lead meaningful, person-centered residential services while building and supporting strong teams across each home. Compensation: $60,750 to $66,825 annually

Supervisory Responsibilities: GRSS Employees

Location: Central, Hybrid; community-based with local travel required to Group Homes and community settings

Schedule: Full-time Monday – Thursday 8:00 AM – 5:00 PM; flexibility required, including evenings, weekends, and participation in on-call rotation

Essential Functions:

• Leads and oversees Group Home services to ensure compliance with regulatory, contractual, HCPF, CDPHE, DDRC, and other applicable governing body requirements.
• Works collaboratively with individuals receiving services and their chosen support team to understand the person's goals and preferences, ensure appropriate service matching, identify changing needs, and develop person-centered transition plans that support successful outcomes.
• Monitors residential settings to ensure homes are safe, stable, welcoming, and aligned with each individual's preferences, choices, and personal goals.
• Supervises and supports staff teams assigned to each group home, including hiring, onboarding, scheduling support, performance guidance, and coordination of daily operations.
• Provides training, coaching, and direct oversight to ensure employees understand household expectations, individual support needs, documentation requirements, and regulatory responsibilities.
• Oversees household budgets, staffing patterns, supply needs, and home operations to support safe, effective, and fiscally responsible services.
• Maintains accurate and timely documentation, service records, staffing records, training records, and household records to support compliance, person-centered planning, and program oversight.
• Addresses staff performance issues, compliance concerns, documentation gaps, service delivery concerns, and household needs affecting health, safety, quality, or continuity of care.
• Responds to incidents, concerns, and crises to ensure health, safety, and continuity of person-centered supports.

Additional Responsibilities:

• Maintains staffing and coverage plans to support continuity of care during planned and unplanned absences across assigned group homes.
• Collaborates with individuals, families, guardians, case management, direct support staff, and interdisciplinary team members regarding client needs, residential services, staffing supports, documentation, and program requirements.

Qualifications & Skills:

• Bachelor's degree in human services, social work, psychology, or related field preferred (or equivalent experience)
• Minimum of two (2) years of experience supporting individuals with IDD or in a related field
• At least one (1) year of supervisory or leadership experience required
• Ability to meet the travel requirements of the position.
• Must meet criminal background and CAPS eligibility requirements.
• Maintain current training requirements as defined in rules and regulations and assigned by DDRC
• Strong understanding of person-centered practices and HCBS Final Rule
• Commitment to self-determination, inclusion, and human rights
• Ability to promote independence, informed choice, and self-advocacy
• Knowledge of regulatory requirements (HCPF, CDPHE, CMS, HIPAA)
• Excellent organizational, problem-solving, and decision-making skills

• Strong communication and interpersonal skills
• Ability to manage multiple priorities in a dynamic environment
• Proficiency in Microsoft Office applications and web‑based systems to support documentation, communication, and electronic recordkeeping.

• The role may involve movement within office, residential, and community settings, including occasional bending, reaching, or positioning related to program oversight and support.
• Work may require alternating between periods of sitting, standing, and movement throughout the workday.
• The role may involve responding to emergencies or crises in coordination with program protocols and support systems.
