| Role Description: |
The Foreman, Water Services - NCDL is responsible for exercising technical and administrative supervision over the work activities of employees engaged in the investigation, construction, repair and maintenance on the water distribution system throughout the District of Columbia. The incumbent may supervise System Repair Crews, Valve-Hydrant Flushing or Investigation Crews or a combination of crews consisting of 2 to 9 workers of varying grades. Responsible for the quantity and quality of the work done, and for assuring efficient and economical work operations.
| Essential Duties & Responsibilities: |
Supervises and directs repair crews in the repair and/or replacement of water mains, services, fire hydrants, valves, casings and other appurtenances.
Directs and supports repair crews in the investigation and location of leaks, excavation, shoring and backfilling of trenches up to 20' in depth, installation of taps, and abandonment of services.
Enforces the Authority's rules and policies including adapted safety standards and is responsible for repair crew work zone safety. Responsible for adherence to the DDOT mandates and the set-up of traffic control devices on the jobsite.
Ensures the accurate completion of DDOT Permit Application and DC Water Cut Release Application (i.e. size of excavation, ties, etc.). Responsible for coordinating with DC Water Public Space Restoration group to ensure all proper permit applications have been processed which includes but is not limited to Emergency Work Requests (construction and occupancy).
Plans and schedules work assignments for multiple crews. Orders necessary equipment and materials for specific tasks and ensures that materials are made available at the construction sites when needed. Solves problems related to the work supervised.
- Directs the operation of a variety of mechanical equipment.
Inspects completed work to ensure joints are watertight under high pressure and work has been completed in accordance with DC Water standards and specifications.
Directs excavation to prevent any damage to existing utilities and to determine the appropriate size of the excavation for the identified work and provides all coordination for utility marking for each construction site as required.
- Determines the time of water service interruption and responsible for notification.
Ensures the accuracy and completeness of a Daily Activity Report and the Time and Attendance log for his/her crew. Prepares other reports such as accident and injury report, productivity and performance data report, as required.
- Plans all activities for shutdown of water mains, repairing valves and hydrants.
Directs and supports repair crews in the performance of preventive valve and fire hydrant maintenance that may also include flushing.
- Investigates customer complaints.
- Directs special projects; and performs other duties as assigned by Supervisor/Manager.
Supervisory Responsibilities: Supervises employees; makes work assignments, set priorities, interprets work orders, etc. Establishes work performance standards, prepares written performance evaluations, and monitors employee code of conduct; recommends promotions, terminations, reassignments, disciplinary and other personnel actions. Determines training needs and approves and schedules leave. Ensures that workers complete projects or assignments in a thorough and responsible manner.
Key Working Relationships: Interacts with contractors, the general public and employees throughout the department and the Authority.

Five (5) years of recent and relevant progressive experience associated with repairing and maintaining water mains and valve/hydrants. |
| Minimum Education Requirements: |
| High School diploma or General Educational Development (GED) certificate. |
| Required Skills: |
| Excellent verbal and written communication skills. |
| Computer Skills to include the use of Microsoft Office Suite and computer work management system. |
| Skill in reading and understanding various pressure and diffuser gauges used for measuring water pressure. |
| Knowledge of the city's water and sewer infrastructure and ability to read maps and plans. |
| Required Licenses & Certifications: |
Must possess and maintain a valid Motor Vehicle Operating License. |
| Physical Requirements: |
| Ability to climb up and down ladders and work in cramped spaces while bent over or squatting. |
| Ability to lift up to 50 lbs. and push and pull up to 100 lbs. |
| Ability to works outdoors, exposed to all weather conditions, including inclement weather. Works in wet, muddy trenches, and is subject to noise. |
| Ability to participate in all aspects of the work, including performing labor-intensive activities (assignments are not limited to administrative work). |
