Role Description: 

 

The Foreman, Pumping Operations is responsible for exercising technical and administrative supervision over the work activities of employees engaged in the operation of sanitary, combined, water, and storm water pumping stations; water storage facilities and elevated water tanks. Oversees the Utility Systems Operators and directs the full range of work associated with the distribution and collection systems and facilities in the District of Columbia. This position is also responsible for the quantity and quality of the work done, and for assuring efficient and economical work operations.

 

Essential Duties & Responsibilities: 
  • Plans, directs, and monitors daily operations of the utility systems to ensure compliance with Safe Drinking and Clean Water Acts, including screen cleaning operations. Solves problems related to the work supervised.
  • Operates 24-hour facilities, ensuring that the operations center is properly staffed.
  • Creates and approves Corrective Work Orders and ensures Operator Preventative Maintenance is completed as well as approves completed work orders and places equipment back in service. Reports repeated problems to the General Foreman, Operations for further investigation.
  • Evaluates staff quality of work and gives feedback in a timely fashion so that each employee contributes to the objectives of the unit.
  • Identifies training needs of subordinates, serves as a resource in teaching and guiding others in developing duty station knowledge and skills; takes an active role in conducting on the job training for all operations personnel; and ensures that subordinates participate in all scheduled training programs.
  • Coordinates pumping operational activities with the Army Corps of Engineer’s Washington Aqueduct’s Division.
  • Ensures that all documentation is completed accurately including records of process monitoring, equipment status information, work orders, safe clearances, and inspections.
  • Monitors inventory availability; recommends the acquisition of supplies, tools, and equipment; initiates requisitions.
  • Ensures that housekeeping standards are met, and work areas are maintained in a safe, neat, and orderly condition at all times.
  • Creates safe clearance documentation for special operations.
  • Performs other related duties and projects as assigned at the discretion of the General Foreman, Pumping Operations.

 

Supervisory Responsibilities: Supervises employees; makes work assignments, set priorities, interprets work orders, etc. Establishes work performance standards, prepares written performance evaluations, and monitors employee code of conduct; recommends promotions, terminations, reassignments, disciplinary and other personnel actions. Determines training needs and approves and schedules leave. Ensures that workers complete projects or assignments in a thorough and responsible manner.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, representatives from other organizations and government agencies, etc.

 

Skills & Qualifications:

Required Skills & Qualifications

Required Experience:

Five (5) years of recent and relevant experience related to the operation and maintenance of distribution, storage facilities, storm water, sanitary and combined sewer systems.

Minimum Education Requirements:
High school diploma or General Educational Development (GED) certificate.
Required Skills: 
Good interpersonal skills.
Strong analytical, planning, and organizational skills.
Ability to communicate effectively, orally and in writing.
Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, Maximo, MS Project (Primavera), spreadsheets, e-mails, etc.).
Must be able to act and function as the Confined Space Entry Site Supervisor.
Required Licenses & Certifications: 
Must possess and maintain current or acquire within 18 months from the date of hire, ABC certification, Collection Systems Operator II and ABC certification, Distribution Systems Operator II.
Physical Requirements:   
Subject to indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or hot temperatures. 
Subject to noise and to hazards from a variety of physical conditions. Performs fieldwork requiring walking, bending, and long periods of standing.
Subject to working on construction sites, under sewers and pumping stations.
Subject to atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dusts, mists, gases, or poor ventilation.
Work performed on ladders, elevated surfaces, platforms and within confined spaces.
Must be capable of lifting heavy objects (up to 50 pounds). Ability to climb a ladder.
