DC Primary Care Association (DCPCA) is a nonprofit 501(c)(3) organization committed to creating healthier communities by advocating for, and supporting, the infrastructure necessary to deliver high-quality, equitable, and integrated care across the District of Columbia. We provide practice transformation, advocacy and technology management services to 15 community health center members, including 8 Federally Qualified Health Centers (FQHCs), that deliver integrated medical, dental, behavioral health, and enabling services to more than 180,000 people in DC.

DCPCA has an immediate need for a Director of Decision Support. This is a critical role for the organization and would be ideal for someone who thrives on and seeks job satisfaction by demonstrating strategic, collaborative, analytical, data-driven, solution-oriented expertise. The Director is responsible for using data to guide strategic planning, enhance operational performance, and improve clinical outcomes in support of DCPCA’s Value Based Care-related practice transformation initiatives and engagement in QualIT Care Alliance, a HRSA-funded health center-controlled network.

The Director will lead data-driven initiatives that result in the delivery of decision support tools and services to optimize clinical and operational decision-making for community health center and community oriented primary care providers serving residents of the District of Columbia.

The Director partners with clinical leaders, care management teams, and colleagues to define and develop data models, dashboards, and forecasting tools that empower executive and clinical leadership with actionable insights to improve health care quality, utilization management, and cost efficiency.

This Director reports to the Chief Technology and Data Officer and follows a hybrid work model. Ideal candidates will be based in or near Washington, DC metro area as regular on-site collaboration and travel to provider locations is required.

KEY RESPONSIBILITIES:Data Strategy & Analytics

  • Lead the development of a comprehensive decision support analytics strategy focused on the patient populations served by DCPCA’s member community health centers
  • Conduct needs assessments and stakeholder interviews to identify and prioritize highimpact clinical and operational use cases
  • Collaborate with team members to define required data acquisition, integration, and governance processes to ensure timely, accurate, and reliable inputs for performance models and reports
  • Review and assess emerging technologies and industry best practices to evolve decision support capabilities
  • Pilot new analytic approaches (e.g., realtime risk scoring, patient segmentation) and scale successes to support all DCPCA member practices

Clinical Collaboration & Stakeholder Engagement

  • Collaborate with health center clinical leadership and staff, care managers, and social workers to understand workflow challenges and translate them into analytic requirements
  • Engage multidisciplinary working groups to codesign decision support interventions and ensure clinical relevance
  • Serve as the primary liaison between data management, user support services, health centercontrolled network management and health center clinical leadership to drive alignment on performance monitoring goals, timelines, and resource needs

Reporting, Visualization & Insights

  • Design, develop and maintain interactive dashboards and scorecards to visually represent health center and centercontrolled network key performance indicators (KPIs), including utilization and cost metrics, Medicaid quality measures (e.g. HEDIS/STARS), health related social needs, and other program performance metrics as required
  • Establish validation protocols for all analytic models and reports, ensuring clinical and statistical accuracy
  • Conduct adhoc analyses to uncover patterns in readmissions, gaps in care, and social determinants of health that drive cost and outcomes
  • Translate complex data into clinical insights and operational recommendations; present datadriven insights in clear, compelling formats highlighting opportunities for improvement

Decision Support Tool Development & Integration

  • Collaborate with user support staff to assess and optimize configurations of EHR decision support modules (alerts, order sets, care pathways) to enhance clinical workflows
  • Work with data management staff to integrate data from the DC Health Information Exchange, pointofcare systems and population health platforms into predictive and analytic models
  • Ensure seamless interoperability between analytics tools (Tableau, Power BI) and health center clinical systems (i.e., eClinicalWorks, Epic)

Training, Change Management & Adoption

  • Coordinate efforts with the Practice Transformation and User Support teams to produce rolebased training curricula on analytics dashboards, decisionsupport functions, and best practices
  • Monitor and troubleshoot health center user issues, iterating on tools and processes to boost engagement and sustained use
  • Establish a continuous feedback mechanism with end users to identify enhancement requirements and phase out lowvalue tools
  • Monitor adherence to Medicaid regulations, HIPAA privacy standards, and organizational policies related to data security
  • Recognize and share success stories where datadriven interventions improved Medicaid member outcomes or reduced total cost of care

Data Governance, Integrity & Compliance

  • Implement data standards and validation protocols for claims, encounter, and community health data, ensuring completeness and accuracy
  • Enforce HIPAA, CMS Medicaid data security requirements, and DCspecific privacy regulations
  • Coordinate with legal, compliance, and the District’s Medicaid agency on reporting obligations and audit readiness

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in Health Administration, Health Informatics, Public Health, Data Science, or related field (Master’s degree is preferred)
  • 7 years of experience in decision support, analytics, or strategic planning roles, with at least 5 years of experience in healthcare, Medicaid managed care, or community health settings
  • Can demonstrate a record of accomplishment leading analytics projects that improved clinical outcomes or reduced costs for Medicaid populations
  • Able to translate complex data into actionable clinical strategies
  • Experience with EHR applications (e.g., eClinicalWorks, Epic), including decision support modules, and BI tools (Tableau, Power BI)

Skills and Competencies:

PREFERRED QUALIFICATIONS:

  • Certified Health Data Analyst (CHDA), Project Management Professional (PMP), or Certified Professional in Healthcare Quality (CPHQ)
  • Demonstrated background in data governance, ETL processes, cloud architectures, and interoperability standards
  • Experience with agile project management methodologies to support iterative program development and mitigate risks
  • Proficiency in population health management, health related social needs, and communitybased intervention strategies
  • Advanced understanding of Medicaid regulations, valuebased payment models, quality measures (e.g., HEDIS/STARS, TCOMs), and risk adjustment methodologies
  • Familiarity with AIdriven decision support and ethical data practices

COMPENSATION:

DCPCA offers competitive salary based on experience and skills of employees. Additionally, DCPCA provides a comprehensive benefits package that includes medical, dental, vision, 403b match, ancillary benefits, access to Flexible Spending Accounts, and generous leave benefits.

Salary : $150,000 - $170,000
