Job Summary

This position is located in the District Department of Transportation (DDOT), Operations Administration-Maintenance Operations Division Street and Bridge Maintenance Branch. Advises and confers with the supervisor and others regarding the progress of programs and the needs of the Branch. Makes appropriate recommendations regarding policy administration, pavements to be programmed for replacement, budget requests, justifications and allotments, purchase of equipment, organizational changes, personnel discipline, and related matters. Responsible for managing and exercising direction and supervision of actual work through sub-unit supervisors, front-line supervisors, and administrative support staff.

Duties and Responsibilities

This incumbent supervises the operational program and makes traffic engineering contribution to the implementation of all technical system maintenance as well as review daily reports submitted by technical staff regarding progress and completion of work, time, and materials used, and unusual conditions affecting the execution or financial aspects of their work. Applies a variety of contracting processes to provide oversight for contracts necessary to accomplish work.

This position inspects completed job assignments for adherence to the Manual for Uniform Traffic Control Devices (MUTCD), DDOT and shop standards and contract specifications sound engineering principles and practices. Performs safety inspections for shop and work site areas. Reviews, analyzes, and determines data to assist agency management decisions and recommendations based on metrics and Key Performances Indicators for the roadway sign and marking operations.

Qualification and Education

Specialized Experience Experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience includes but is not limited to the application of transportation facilities standards for design and construction used in the industry to prepare cost estimates and specifications; application of interpretation, explanation, and enforcement of established and accepted safety guidelines in addition to providing leadership in a supervisory capacity and team-based environment.

OR

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying construction estimating physical science or mathematics.

Working Conditions/Environment

The work is performed in the normal office setting and, in the field, when investigating and analyzing street traffic conditions and conducting traffic studies, etc. Field work may bring the incumbent to construction sites and in contact with construction materials.

The incumbent must possess and maintain a valid driver's license.

Duration of Appointment: Management Supervisory Service (MSS) at-will. At-Will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: The position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position has been designated as an emergency employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergencies to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, including evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
