Job Summary
This position is in the District Department of Transportation (DDOT), Transportation Planning Administration (TPA), Planning and Sustainability Division (PSD), Environmental Program Branch (EPB). The incumbent will serve as a Senior Environmental Analyst and a technical expert in environmental planning, project development and environmental reviews, ensuring compliance with the National Environmental Policy Act (NEPA) and the District of Columbia Environmental Policy Act (DCEPA).
This position will be responsible for coordination and development of the required state and Federal environmental documents (including environmental commitments and agreements) which involves day-to-day interaction with the project designers, consultants, and the state and Federal regulatory and funding agencies (DCSHPO, FHWA, NPS, USCG, DOEE). The position will also provide input into DDOT comments on regulatory and guidance changes and will assist in providing Department-level environmental trainings.
Candidates should have working knowledge of NEPA and have practical experience in implementing NEPA process including: recommending proper class of action, documenting impacts of proposed actions, documenting assessment of potential adverse effects, alternatives analysis and proposed mitigation strategies. Expertise and experience with Section 106 of the National Historic Preservation Act (NHPA) is preferred.
Duties And Responsibilities
Serves as an expert technical advisor for development of regional transportation plans and policies, with emphasis on a multi-modal comprehensive approach. Ensures that such plans and policies provide a safe and efficient transportation system for District citizens and other users, and meet and balance the needs of both public and private sectors. Develops multi-modal plans and projects for the preservation and expansion of regional transportation systems and facilities that provide the basis for investment of District and Federal resources, through the establishment of long-range policy objectives and near-term investment programs.
Establishes liaison and maintains coordination with surrounding local and regional government entities, federal government agencies, the private sector, and with District citizens through the Advisory Neighborhood Commission and other resources. Serves as the Administration's representative on the Metropolitan Washington Council of Governments, Transportation Planning Board and related subcommittees.
Qualifications And Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Licenses and Certifications
Must possess and maintain a valid driver's license.
Working Conditions/Environment
The work is performed in a setting that requires normal safety precautions typical of an office environment, meeting or training rooms. The work area is properly lighted, ventilated and heated.
