Job Summary

This position is in the District of Columbia Fire and Emergency Medical Services Department (DCFEMS), Apparatus Division, and reports directly to the Assistant Fleet Maintenance Officer (AFMO). The mission of DC Fire and Emergency Medical Services department is to preserve life and promote health and safety through excellent pre-hospital treatment and transportation, fire prevention, fire suppression and rescue activities, and homeland security awareness.

The incumbent in this role is responsible for serving as an administrative and program manager within the Apparatus Division, providing high-level operational and administrative support to the Assistant Fleet Management Officer and division leadership. The incumbent supervises Program Support Assistants (PSAs) and oversees administrative operations that support fleet maintenance, apparatus readiness, and division-wide initiatives.

Duties And Responsibilities

Serves as the primary administrative program management resource for the Apparatus Division, supporting the AFMO in managing day-to-day administrative operations and division initiatives. Directly supervises Program Support Assistants (PSAs), including assigning and prioritizing work, monitoring performance, ensuring workload balance, and maintaining consistent administrative standards. Conducts annual employee evaluations for assigned PSAs, documents performance, provides feedback, and identifies training and professional development needs in accordance with DC Fire and Emergency Medical Services department requirements. Provides ongoing coaching, guidance, and performance feedback to subordinate staff. Receives, screens, and prioritizes telephone calls, electronic communications, correspondence, and visitors for the division; determines urgency and independently takes appropriate action or routes matters requiring specialized attention.

Manages correspondence control and administrative tracking processes, monitors deadlines, tracks actions, and ensures timely responses. Develops, drafts, and coordinates administrative correspondence, reports, and data summaries related to fleet operations, apparatus maintenance programs, and division initiatives. Coordinates administrative support for apparatus-related programs, projects, and initiatives, including data collection, reporting, scheduling, and progress tracking. Manages coordination of registration for new apparatus and fleet vehicles. Oversees fiscal and administrative processes for fleet operations, including monitoring vendor invoices, reconciling charges with purchase orders and supporting documentation, identifying discrepancies, coordinating resolutions with vendors, staff, and District offices, and coordinating invoice processing through PASS. Manages administrative coordination of the FASTER fleet management system, including user access, functional support, data analysis, and routine troubleshooting. Manages coordination of apparatus and fleet vehicle registrations, tracks annual inspections and re-inspections, monitors compliance, coordinates notifications and follow-up actions, and provides status updates, summaries, and recommendations to the AFMO and division leadership.

Qualifications And Education

Specialized Experience: Specialized experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment

This work is sedentary. Work may require walking and standing in conjunction with travel to meetings and conferences away from the worksite. The work does not require and special physical effort.

Duration of Appointment: Management Supervisory Service MSS At-Will - This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

This position is classified as “Security Sensitive” due to the position’s duties and Responsibilities. Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems, or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of control of communication.

Residency Requirement:(if applicable) If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
