Job Summary

The incumbent of this position serves as Learning and Development Director for Department of Behavioral Health/ Systems Transformation Administration. The incumbent will be responsible for managing and directing the Training Institute Division, leading the design, implementation and measurement of performance improvement initiatives that support the accomplishments of DBH’s vision and strategic plan mission objectives. Serves as the agency expert in learning and development best practices while educating individuals throughout the department. Oversees the development and administration of Standard Operating Procedures that establish quality standards for curricula, trainer credentials and event facilitation and evaluation. Oversees the development and delivery of high quality curricula that incorporates instructional design concepts and adult learning theory to increase knowledge retention and improve performance. Provides supervision to instructional designers, trainers, subject matter experts, and others providing group or individual technical assistance. Manages budget, contracting and procurement responsibilities and vendor invoicing.

This position IS NOT in a collective bargaining unit.

Tour of Duty: 8:30 a.m. – 5:00 p.m., Monday – Friday

First Screening: Mary 22, 2026: And Every Two Weeks Thereafter

Duration of Appointment: MANAGEMENT SUPERVISORY SERVICE (AT WILL).

Qualifications Requirement

As a basic requirement, all applicants must have successfully completed a four (4) year course of study in an accredited college or university leading to a Bachelors or higher degree which involved major study in an academic field related to health or allied sciences. This position requires one (1) year of specialized experience equivalent to the next lower grade level in the normal grade level progression for the position to be filled. Specialized experience is experience which is directly related to the position to be filled which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled.

EDUCATION

Bachelors or higher degree which involved major study in an academic field related to health or allied sciences.

Work Experience

Expert experience in managing and directing a training division continually strengthen the knowledge, technical skills and quality of services and supports delivered.

WORK ENVIRONMENT

The work is performed in an office setting.

Position Designation: This position is deemed as “Security Sensitive” pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:

  • Consumer credit check (as applicable);
  • Reasonable suspicion drug and alcohol test; and
  • Post-accident or incident drug and alcohol test.

RESIDENCY PREFERENCE

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present proof of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment

The Management Supervisory Service position for which you applied is at an annual salary of at least $150,000.00 or more, which requires you to maintain residency within the District of Columbia throughout the duration of your appointment.
