This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (ECOP) Patrol Operations Chief (POC), Youth and Family Engagement Division, Cadet Corps Branch. This position is essential to developing a pipeline of future police officers by actively engaging with District of Columbia Public Schools (DCPS) and Public Charter Schools for the Cadets and Expeditioner Program, strengthening community relationships, and ensuring the successful transition of cadets into MPD’s recruitment process.This Lead Program Coordinator (Cadet Corps) position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

As a Team Leader

The incumbent will be responsible for the following:

  • Leads the planning, execution and coordination of recruitment events at middle and high schools throughout the District of Columbia for the Cadet Corps and Expeditioner Programs.
  • Identifies and coordinates outreach opportunities such as career fairs to enhance recruitment.
  • Supports cadets through each stage of recruitment, tracking their progress and facilitating background check requirements, ensuring cadets are up to date with all recruiting requests from the background investigators.
  • Manages and fosters relationship with key stakeholders, including DCPS administrators and charter school leaders, and provide program guidance to team members.
  • Identify career fairs and other outreach opportunities and events to partner and increase recruiting efforts.
  • Mentors’ cadets in recruitment roles, empowering them to promote MPD within their schools.
  • Provides oversight and guidance on project assignments, problem-solving techniques, and team coordination to ensure effective completion of recruitment goals.
  • Ensures accurate tracking and timely submission of recruitment statistics and reports to the Recruiting Division.
  • Articulates and communicates to the team the assignment, project, problem(s) to be solved, actionable events, milestones, program issues under review, and/or deadlines/time frames for completion.

As a Program Coordinator

  • Leads recruitment efforts within DC public and charter schools, engaging with students to promote MPD’s career programs.
  • Manages logistics for prospect days, candidate interviews, and other recruitment-related events.
  • Tracks, analyzes, and maintains recruitment statistics, ensuring data integrity and regular reporting to MPD’s Recruiting Division.
  • Maintains and updates all changes with applicants to the Cadet Corps.
  • Works with the Recruiting Division to ensure the cadets transition smoothly to recruit officers and are placed in the background process upon completion of the 60 college credits.
  • Organizes and participate in career fairs throughout DC to attract a diverse pool of candidates.
  • Develops partnerships with career counselors, school resource officers, and community representatives to establish a robust recruitment network within DCPS and Public Charter Schools.
  • Prepares transitioning cadets for the background process and ensures cadets are up to date
  • with all recruiting requests from the background investigators.
  • Works with various units to create and prepare activities for the Expeditioner Program career programs.
  • Coordinates with the Strategic Engagement Office (SEO) of MPD to promote the career programs through outreach activities and events.
  • Performs other related duties as assigned.

Qualifications

  • Demonstrated expert knowledge of recruitment practices and outreach strategies to effectively attract candidates and experience in coordinating, promoting and overseeing recruiting programs.
  • Strong knowledge of recruitment practices and outreach strategies to effectively attract candidates and promote MPD programs.
  • Demonstrated ability to lead a team, provide guidance on recruitment initiatives, and maintain collaborative working relationships with internal and external stakeholders.
  • Strong technical skills in data tracking, analysis, and reporting, ensuring recruitment metrics are accurate and useful for program evaluation.
  • Proficiency in verbal and written communication to engage stakeholders, prepare reports, and represent MPD at events.
  • Knowledge of the MPD and MPA mission, function, and operational policies and
  • procedures of organizational programs to effectively and accurately complete work assignments
  • with established operational objectives.
  • Knowledge of the policies, rules and regulations of the Metropolitan Police Department (MPD) relevant to carrying out work assignments.
  • Knowledge of criminal offenses and the type of offense (i.e., felony, misdemeanor, statutory misdemeanor, etc.) in accordance with District of Columbia requirements.
  • Ability to maintain a schedule and calendar for events, orientations and interviews.
  • Ability to lead and provide guidance and internal training to employees and support to the supervisor.
  • Ability to exercise task, discretion and skill in human relations and dealing with persons from
  • all walks of life and varying socioeconomic levels.
  • Ability to perform and prioritize multiple tasks.
  • Knowledge of reporting, record-keeping and case documentation requirements.
  • Knowledge of the geography of Washington, D.C. and the Metropolitan Area.
  • Excellent oral and written communications skills sufficient to prepare and present pertinent information and research involving complex policies and initiatives, and knowledge of and skill in communication and public relations techniques sufficient to effectively represent the division at meetings and consultation with managers, employee groups and special interest groups concerning recruiting objectives and issues.
  • Demonstrated skill and ability to use a PC and software packages (i.e., Microsoft Word, Excel, and Access, etc.), and other software required for data management and reporting.
  • Ability to establish new standards and assists with identifying training needs and resource requirements for the division; and ability to initiate, formulate, and plan.
  • Ability to listen to, understand and respond to information in on-on-one and group situations.

Education

High School Diploma or its equivalent required. Bachelor’s degree or higher is preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-12 grade level, or its non-District equivalent, gained from public or private sector. Specialized experience for this position includes but not limited to: experience overseeing and coordinating recruiting and outreach programs; applying and understanding operational policies and procedures of organizational programs with the ability to provide guidance and training to employees; experience communicating with others both orally and in writing and present information in a clear and concise manner; using computer applications to create, edit and maintain documents, reports, and spreadsheets, maintaining a schedule and calendar for events, orientations and interviews; and the ability to build and maintain relationships.

Work Environment

Work is performed in a typical office setting with occasional travel to event sites..
