Job Summary
This position is located within the Department of Employment Services (DOES), Office of Unemployment Compensation (OUC), Appeals Division. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, and effective working communities. The Appeals Division is responsible for representing and supporting the determinations issued by the Unemployment Insurance (UI) Benefits Division and its Claims Examiners in proceedings before the District of Columbia Office of Administrative Hearings (OAH).
The incumbent serves as a Hearing and Appeals Examiner and represents the Office of Unemployment Compensation in administrative proceedings before OAH.
Duties And Responsibilities
Represents DOES, OUC in complex administrative hearings and proceedings before the District of Columbia Office of Administrative Hearings (OAH). Reviews, analyzes, and prepares cases involving unemployment insurance (UI) determinations and develops and presents the agency’s position in accordance with applicable laws, regulations, policies, procedures, and administrative requirements. Prepares evidence, exhibits, briefs, motions, memoranda, and other documents necessary to support the agency’s position and ensures that case materials are accurate, complete, properly organized, and transmitted to OAH and all relevant parties within established deadlines. Examines case files and agency records to determine whether the information and evidence relied upon by Claims Examiners and other UI personnel are complete and sufficient to support the underlying determination.
Conducts extensive and detailed legal and regulatory research relating to unemployment compensation, administrative law, and other matters affecting the UI program. Maintains current knowledge of changes in Federal and District laws, regulations, judicial and administrative decisions, United States Department of Labor requirements, and agency policies affecting the UI program and appeals process. Analyzes case law and administrative decisions, evaluates the impact of new or revised legal requirements on agency operations, and recommends appropriate courses of action to agency leadership.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Graduate of an accredited law school by the American Bar Association, with three years of legal experience in a government agency or law firm is desired but not required.

Salary: $80,784- $103,333; Based on qualifications and funding
Collective Bargaining Unit (Union): This position is not covered by a Collective Bargaining Unit.
Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
