Job Summary

This position is located in the Department of General Services (DGS), Facilities Management Division. The mission of DGS is to build, maintain, and sustain the District of Columbia’s real estate portfolio, which includes more than 40 million square feet of District-owned and leased property and roughly $21.8 billion in assessed value of District-owned property in Washington, DC. This work allows the agency to foster economic viability, environmental stewardship, and equity across all eight (8) wards.

The incumbent ensures the effective delivery of building and grounds maintenance operations to support safe, reliable, and efficient facility performance.

Duties And Responsibilities

Serve as the Supervisor of the Operations Unit and function as an expert advisor to the Division's leadership on all aspects associated with the mission an responsibilities of the unit. Provides authoritative technical guidance to other managers and agency officials regarding unit operations. Provides technically authoritative advice and guidance to senior leadership on complex, sensitive, and city-wide facility maintenance and repair issues. Develops and recommends responses to high-level inquiries from the agency Director, City Administrator, Mayor, District of Columbia City Councilor, and other executive stakeholders regarding agency programs, operations, and emerging issues. Collaborates in the development and implementation of strategies, goals, and objectives for the Operations unit, including long-range planning for workload projections, work scheduling, operating budget requirements, and staffing needs. Recommendations: improvements to policies, procedures, and operational practices to enhance efficiency, compliance, and overall program effectiveness.

Establishes procedures for developing work plans and for collecting, controlling, analyzing, and evaluating information and data generated by unit activities. Holds full accountability for the management and oversight of subordinate supervisors and staff responsible for providing administrative support and trades and crafts services across multiple facilities, including building maintenance and management, facility inspections, housekeeping services, and grounds maintenance. Analyzes, interprets, and remains current on governing regulations, policies, and procedures, and ensures subordinate staff is fully informed of all updates or changes. Keeps the supervisor appraising of any significant issues, trends, or concerns that may impact operations or program outcomes. Oversees overall budget formation along with the supervisor and is responsible for proposing and executing the approved operating unit budget to include items such as required materials, supplies, equipment, and tools associated with the Implementation and execution of assigned maintenance programs. Manages the inventory control system and coordinates all inventory activities with warehousing personnel to ensure availability of required materials and resources.

Qualifications And Education

This position requires Specialized Experience that equips the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work is usually in a controlled environment, involves some exposure to a moderate risk of accidents, and requires following basic safety precautions.

Other Significant Facts

Tour of Duty: Monday- Friday 8:15 AM- 4:45 PM Incumbent is “on call” to respond to emergency situations twenty-four (24) hours per day, seven (7) days per week.

Pay Plan, Series and Grade: MS-1601-14

Promotion Potential: No Known Promotion Potential

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Residency Requirement:  If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of the DC Personnel Regulations, Suitability – Security Sensitive.

Emergency Designation: This position has been designated as Emergency.  Employees occupying positions designated as Emergency are required to:

  •          Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  •          Remain at their duty station or alternate work location (approved by their supervisor) if activated when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  •          Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  •          Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
