Job Summary
This position is located in the Department of Energy and Environment (DOEE), Energy Administration. The mission of DOEE is to protect and restore the environment, conserve natural resources, and improve the quality of life in the District of Columbia. As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. The incumbent will serve as an Energy Program Specialist within the Energy Policy, Innovation, and Transformation (EPIT) branch. The EPIT branch advances beneficial building energy efficiency and electrification, innovative electrification and energy systems policy, and related goals under District laws by leveraging the DC Sustainable Energy Utility (DCSEU) contract, establishing new programs, and coordinating DOEE building energy initiatives. This position will support a range of programs within branch.
Duties And Responsibilities
Researches, compiles, and analyzes data concerning all aspects of assigned operating programs for actual or potential effectiveness in achieving planned goals and objectives. Performs surveys, audits, projects, and provides advisory services on issues related to program(s). Monitors data reporting and collection systems and activities to make determinations regarding impact(s) on program operations and effectiveness. Provides information to supervisor in the form of reports, meetings and conferences. Provides program oversight regarding data, reporting, charting, and research necessary for program operations. Prepare documents, presentations and reports for public hearings and meetings.
Provides pertinent information in the evaluation of program operations and the impact of modifications. Implements new directives, instructions, procedures, and may assist in their creation. Actively participates in staff meetings to provide pertinent information regarding operations. Ensures program goals, objectives and operations are being achieved and makes recommendations to supervisor regarding necessary modifications. Provides technical and administrative support in the creation of new directives, instructions, procedures and implements them in compliance with appropriate intent. May provide recommendations for program improvement.
Qualifications And Education
Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to at least the next lower grade in the normal line of progression.
It is preferred that the applicant possesses a Bachelor’s degree or a minimum of three (3) years of relevant experience in environmental/energy policy and programs.

Collective Bargaining: This position is covered in a collective bargaining unit represented by AFGE Local 631, and union dues may be collected.
Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
