Job Summary

This position is located in the Department of General Services (DGS), Facilities Management Division (FMD). The mission of the Department of General Services is to

build, maintain, and sustain the District of Columbia’s real estate portfolio, which includes more than 40 million square feet of District-owned and leased property and roughly $21.8 billion in assessed District-owned property in Washington, DC. This work allows the agency to foster economic viability, environmental stewardship, and equity across all eight (8) wards.

The incumbent in this role is responsible for managing and overseeing staff who operate, maintain, and troubleshoot boiler plants and associated mechanical systems across the DGS facility portfolio. This role ensures the effective, compliant, and reliable operation of building systems while supporting high-quality buildings and grounds maintenance

services

Duties And Responsibilities

Serves as the supervisory lead for the BPO Unit, providing expert technical and operational guidance to division leadership and advising agency managers on boiler plant operations, system performance, and compliance with District and federal requirements. Provides authoritative advice to executive leadership on complex or sensitive boiler system issues, including maintenance strategies, operational risks, and system failures. Prepares responses to inquiries from the Chief Operating Officer, Chief of Staff, Deputy Director, Director, Assistant City Administrator, City Administrator, Mayor, Councilmembers, and other oversight entities. Participates in developing operational goals, staffing projections, and budget requirements for boiler plant operations. Recommends updates to policies and procedures to strengthen system reliability, safety, and compliance.

Leads and oversees quality assurance reviews to verify that boiler plant operations, maintenance tasks, and documentation meet required standards for safety, performance, and regulatory compliance. Interprets and applies governing codes, safety regulations, and District policies related to boiler operations. Ensure staff remain informed of regulatory changes and alerts leadership to emerging compliance concerns. Ensures maintenance schedules, inspection protocols, and documentation requirements are followed; evaluates program effectiveness; and recommends improvements to enhance system reliability and operational performance. Oversee the use and integration of Building Automation Systems (BAS) and boiler management controls to ensure accurate programming, system monitoring, and optimization of boiler performance and heating operations

Qualifications And Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications

Must possess and maintain EPA Section 608 Universal Certification.

Must possess and maintain DC 1st Class Steam Engineer License

Working Conditions/Environment

Work is usually in a controlled environment and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Tour of Duty: Monday- Friday 8:15AM- 4:45PM

Pay Plan, Series and Grade:  MS-1601-14

Promotion Potential: No Known Promotion Potential

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Residency Requirement:  If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment

Position Designation:  The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Essential Designation:  This position has been designated as an Essential position under the provisions of District Personnel Manual Chapter 12. As such, individuals in this position may be required in emergency situations to perform crucial duties that are vital to the continuity of medical facilities, public safety, emergency services, and/or other crucial operations. These duties may be performed when the government is closed or when most employees are dismissed early. Employees designated as essential shall be required to be at work regardless of the emergency situation declared.
