 JOB SUMMARY: 

The Budget Administrator protects the financial position of the Authority by ensuring that income, revenues, and expenditures are properly accounted in accordance with HUD and GAAP guidelines. In addition, the Budget Administrator monitors and reports financial information to ensure that maximum allowable subsidies are received from HUD and provides assistance to other managers to maintain departmental programs within approved budgets. 

ESSENTIAL JOB FUNCTIONS: 

The essential functions of the position include, but are not limited to, the following:  

1. Manages the financial processes of GDPM to assure that all applicable Department of Housing and Urban Development, state, Project, and GDPM laws and regulations are followed and that GDPM accounting and budgets are maintained within Generally Accepted Accounting Principles (GAAP). 

2. Creates, monitors, and manages the financial budgets for GDPM within the guidelines approved by the Board, Chief
Executive Officer, and Chief Financial Officer. 

3. Completes and submits requests for subsidies from the Department of HUD, and compiles data and reports to assure
that subsidies are utilized in accordance with all applicable regulations. 

4. Trains managers and financial accounting personnel to assure correct accounting and GDPM-wide compliance with
GAAP and applicable regulations related to subsidy utilization, project-based revenue, expense allocations, and accounts payable processing. 

5. Reviews and approves Purchase Requisitions daily. 

6. Identifies and makes recommendations for the utilization of funding sources. 

7. Provides reporting to the Board on financial budgets. 

8. Provides monthly reporting to the Property Managers on financial performance versus budget. Meets with Property Managers monthly to discuss budget variances. 

9. Compiles monthly unit data for fee and subsidy calculations. Post monthly journals for month end close, front line and
allocation expenses. 

10. Review all Voucher program Requisition for Funding and Year End Settle Up forms prior to submission to HUD. 

11. When designated, serves as CFO during absences of the Chief Financial Officer. 

12. Performs other tasks as directed by the Chief Financial Officer. 

SUPERVISORY RESPONSIBILITIES: 

None. 

WORK ENVIRONMENT: 

Typical office environment, with minimal exposure to excessive noise or adverse environmental issues. 

QUALIFICATIONS AND REQUIREMENTS: 

The incumbent must: 

1. Have a minimum of a Bachelor’s degree from an accredited institution in Accounting, Business, or a related
discipline, and four to six years of professional accounting and budgeting experience; CPA Certification preferred 

2. Have experience with and maintain knowledge of Department of Housing and Urban Development (HUD) policies and
procedures and other applicable local, state, and federal laws and regulations.
 

3. Hold a valid Ohio Driver’s License. 

4. Have proficiency in Microsoft Office applications. 

5. Be able to communicate clearly and precisely, both orally and in writing.  

6. Be able to meet the following physical requirements with or without reasonable accommodation: 

7. Use hands to manipulate, handle, feel, and control items or equipment; 

8. Talk and hear; 

9. See and be able to read, write, and interpret text, spreadsheet, and graphical documents; 

10. Occasionally lift and move objects weighing up to 15 pounds.
