Position Summary The Arkansas Department of Education Office of Early Childhood (OEC) is seeking an organized, detail-oriented Administrative Analyst to provide advanced administrative, operational, and analytical support to the Program Administrator for the State Early Childhoop Local Lead Organization Program and the Head Start State Collaboration Office Director. This position plays an important role in supporting the effective administration of both programs and ensuring that program activities, records, communications, reporting requirements, and operational processes are completed accurately and efficiently. The Administrative Analyst will coordinate administrative functions across the two programs areas, maintain program records and documentation, assist with data collection and reporting, support meetings and stakeholder activities, and help monitor timelines and required deliverables. The position requires strong organizational skills, sound judgment, and attention to detail, and the ability to manage multiple priorities while working collaboratively with OEC staff, contractors, Local Lead Organizations, Head Start partners, and other stakeholders. Essential Duties and Responsibilities The Administrative Analyst provides advanced administrative and operational support to the Program Administrator for the State Early Childhood Local Lead Organization Program and the Head Start State Collaboration Office Director. The position coordinates calendars, meetings, correspondence, program materials, travel, and other administrative activities necessary to support the work of both program areas. The analyst assists with preparing agendas, meeting materials, presentations, reports, correspondence, and other documents and ensures appropriate follow-up on assignments and action items. The position maintains organized physical and electronic records related to program operations, contracts, reports, meetings, correspondence, and other activities. The Administrative Analyst ensures that records and documentation are maintained in accordance with applicable state requirements, OEC procedures, confidentiality requirements, and established recordsmanagement practices. The position develops and maintains tracking systems to support deadlines, deliverables, reporting requirements, program activities, and other operational responsibilities. The Administrative Analyst supports the State Early Childhood Local Lead Organization Program by assisting with administrative coordination among OEC and Local Lead Organizations across the state. Responsibilities may include maintaining contact and organizational information, coordinating meetings and communications, tracking required reports and deliverables, organizing program documentation, supporting invoice and expenditure documentation, and assisting the Program Administrator with monitoring program activities and contractual requirements. The position supports the Head Start State Collaboration Office by assisting the Director with coordination, documentation, meetings, reporting, and communication with Head Start and Early Head Start programs, state agencies, community partners, and other stakeholders. The Administrative Analyst assists with maintaining program information, organizing stakeholder meetings and activities, tracking grant requirements and deliverables, compiling information for federal and state reporting, and supporting activities that strengthen coordination between Head Start programs and Arkansas's broader early childhood system. The Administrative Analyst collects, organizes, analyzes, and summarizes data from internal and external sources to support program administration and decision-making. The position prepares reports, spreadsheets, presentations, summaries, and other materials that communicate program information to OEC leadership and stakeholders. The analyst may review information for completeness and accuracy, identify trends or discrepancies, and assist program leadership in maintaining reliable information for planning, monitoring, and reporting. The position evaluates administrative and operational processes to identify opportunities to improve efficiency, consistency, documentation, and service delivery. The Administrative Analyst assists in developing and maintaining procedures, templates, tracking tools, and workflows that support effective program operations. The analyst works collaboratively with OEC leadership and staff to implement improvements and ensure administrative processes align with agency objectives. The Administrative Analyst also supports special projects, meetings, conferences, stakeholder engagement activities, and other initiatives associated with the Local Lead Organization Program, Head Start State Collaboration Office, and broader OEC priorities. Other duties may be assigned based on program and organizational needs.
