The Environmental Planning and Compliance practice is seeking an Environmental Permitting Project Manager in Boise, ID.

DEA’s Environmental Planning and Compliance (EP&C) practice specializes in natural resources management; local, state, and federal environmental permitting; Clean Water Act (CWA), Endangered Species Act (ESA) and National Environmental Policy Act (NEPA) compliance; and land use and environmental planning. DEA works throughout Idaho and the western United States on interesting and challenging projects with public and private clients, including local municipalities, counties, ports, and transportation agencies, as well as utilities and renewal energy developers. Opportunities may exist to work on projects beyond the Idaho region where DEA has offices in Oregon, Washington, California, Colorado, and Utah.

The selected candidate will join a talented and robust environmental planning and compliance team, with a particular focus on managing and facilitating the permitting of infrastructure projects. They will be client-focused, solution-oriented, a skilled communicator, and will strive to anticipate the needs of their client and seek to exceed their expectations.

What You’ll Do

Key Responsibilities:

  • Provide expertise in local, state, and federal permitting processes in Idaho and the Pacific Northwest, including Sections 401 and 404 of the CWA, ESA, NEPA, and state removal-fill requirements
  • Lead the preparation of environmental documents such as state and federal removal-fill permit applications, ESA compliance documents (Biological Assessments, No Effect memos), NEPA documents (Categorical Exclusions, Environmental Assessments and Environmental Impact Statements), technical reports and permitting strategies
  • Provide technical oversight on projects requiring environmental permits
  • Review environmental documents and deliverables for compliance with contractual requirements as part of DEA’s Quality Management standards
  • Collaborate with project design engineers and contractors to avoid and/or minimize impacts to environmental resources and to support permit compliance
  • Conduct occasional site visits to assess environmental conditions or monitor construction activities
  • Successfully manage projects within budget and on schedule, and ensure submittal of high-quality deliverables to meet or exceed client expectations
  • Manage clients to ensure regular communication, understanding of needs and priorities, and consistent delivery of quality deliverables
  • Provide leadership, guidance and professional development opportunities to project teams and EP&C staff
  • Participate in marketing efforts throughout the region, including business development, client outreach, preparation of proposals, participation in project interviews and presentations, and attendance at conferences
  • Adhere to firmwide project management-related tools, processes, and policies including project accounting (set up, budgeting, etc.), contracting, and quality requirements

What You Bring

Required Qualifications:

  • Bachelor’s degree in biology, environmental science, planning, or a related field, or master’s degree in environmental sciences with bachelor’s in an unrelated field
  • 7 years’ experience with local, state, and federal permitting processes related to land use, natural resources, and construction permits
  • 3 years’ experience managing high-value projects in a fast-paced, dynamic environment, with significant client interaction
  • Experience with tracking multiple tasks, delegating work, providing quality control reviews, and interfacing with clients
  • Experience with Microsoft Office programs: Word, Excel, Outlook
  • Experience in business development, including the efficient preparation of scopes of work and budgets, and proposal development

Preferred Qualifications

  • Excellent technical writing skills and strong verbal communication skills
  • Demonstrated project management skills, including scope management, budget tracking, and issue identification and resolution
  • Ability to work in a highly flexible, team-oriented environment
  • Enthusiasm in providing high-quality customer service
  • Demonstrated record of taking initiative, resolving problems and identifying improved procedures to ensure projects are completed successfully and client needs are met
  • Interest in continuing to learn new skills and engage in a variety of project types
  • Willingness to travel for work, when necessary
  • Experience preparing NEPA, CWA and ESA documentation and supporting technical reports following regulatory guidelines
  • Knowledge of, and experience using, GIS a plus
  • Knowledge of project development and construction practices

  • The posted salary range represents the typical range for this position and is provided in accordance with applicable state and local transparency laws. Actual compensation will be commensurate with experience, qualifications, and geographic location.
