Job Description

OVERALL OBJECTIVE OF JOB:

The purpose of this classification is to program, test, set up, and secure voting machines; and perform the repairing, maintenance, and cleaning of voting machines for all elections. Deliver and pick up voting equipment before and after each primary and election. On election day, serve as a certified machine repair technician. Following each primary and election, prepare for storage of all ballots, records and poll books per relevant federal and state retention laws, policies and procedures to make retrieval of records easy to perform, as well as ensure destruction dates are met in a timely manner.


ESSENTIAL FUNCTIONS OF JOB:

  • Prepares voting machines for Logic and Accuracy testing prior to use in elections (primary, general and special).

  • Repairs voting machines on Election Day if a problem occurs at a polling place on Election Day (works average 16-18 hours that day).

  • Assists with the pick-up of voting machines by delivery teams.

  • Assists with the voting machines delivery back to the warehouse by the delivery teams.

  • Assists with the training of poll workers on the voting machines.

  • Repairs voting machines in warehouse during programming and testing.

  • Inspects all machines when they are returned from the polling places and records repairs needed.

  • Maintains warehouse in a clean and orderly fashion.

  • Informs supervisor of machines in need of repairs.

  • Obeys all safety rules and regulations according to local, state and federal laws.

  • May be required to perform additional work that follows prescribed or well-established procedures that can be learned within a reasonable time by training on the job.

  • In the event of a properly-mandated recount following a primary or election, will organize space and facilitate transfer of ballots (election day, mailed and provisional) to be ready for recount procedures; and following recount to prepare ballots for storage based on state and federal retention laws and policies.

  • Other duties as assigned by Director and Deputy Director of Bureau of Registration and Elections as needed on a regular basis.

  • Prepares or completes various forms, reports, correspondence, logs, and other documents.

  • Receives various forms, reports, correspondence, logs, equipment readings, diagrams, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

  • Repairs other equipment associated with the election.

  • Assists Director and Deputy Director in maintaining records/archive of Election paperwork.

  • Maintains and organizes safety and supplies for the poll workers.

  • Maintains and organizes ADA compliance equipment and supplies for polling places.

  • Maintains and organizes other election related materials and equipment needed for the proper administration of elections.

  • Assists in counting and tabulating ballots.

  • Assist Director and Deputy Director in finding polling locations.

  • Helps collect all devices and paperwork that have been returned on Election night.

  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections as appropriate; utilizes energy management or other software programs.

  • Communicates with supervisor, employees, other departments, vendors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

  • Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; attends workshops and training sessions as appropriate.

  • Utilizes various office equipment such as personal computer, mainframe, fax machine, typewriter, photocopier, and other equipment as necessary to perform daily duties; uses various computer software in the preparation of reports, documents and record tracking and maintenance; keeps apprised of changes in equipment and software; learns new programs as necessary.


OTHER DUTIES OF JOB:

  • Provides assistance or coverage to other employees as needed.


  • Performs other related duties as required.


SUPERVISION RECEIVED:

  • Reports to the Director and Deputy Directors of Bureau of Registration and Elections.


SUPERVISION GIVEN:

  • Works in partnership with Department Clerk II assigned to election supply management and voting system preparations.


WORKING CONDITIONS:

  • Works indoors in adequate workspace, temperatures, ventilation and lighting.

  • Works with average indoor exposure to noise and stress, but subject to frequent disruptions.

  • Normal indoor exposure to dust/dirt.


PHYSICAL/MENTAL CONDITIONS:

  • Must possess ability to record, convey and present information, explain procedures and follow instructions.

  • Must be able to sit for long periods throughout the workday, with intermittent periods of standing, walking, bending, twisting and reaching as necessary to carry out job duties.

  • Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso as necessary to carry out duties of job.

  • Light work, with occasional lifting/carrying of objects with weights of 20 to 50 pounds.

  • Must be able to cope with physical stress and mental stress of the position.

  • Must be able to pay close attention to details and concentrate on work.


QUALIFICATIONS

A.EDUCATION/TRAINING:

  • Graduation from high school or an accredited equivalency program; some business and computer training preferred.


    B.WORK EXPERIENCE:

  • 3 years working experience preferably in elections, with an understanding of the county’s voting system.


KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  • Must be able to speak and understand the English language and to follow oral and written instructions.

  • Must possess ability to communicate effectively and be perceptive with the general public in determining their needs.

  • Must possess ability to function independently, have flexibility and the ability to work effectively with clients, co-workers, agencies and others.

  • Must possess ability to maintain confidentiality regarding client information and records.

  • Must possess the technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.

  • Must possess ability to make independent decisions when circumstances warrant such action.

  • Must possess knowledge of the ADA implementation.

  • Must possess knowledge of modern office practices and procedures.

  • Must possess ability to maintain accurate and efficient records and prepare required reports.
