Contract Epidemiologist – Expanded Nonfatal Overdose Surveillance Support (OD2A Grant)

Requirment: Must work in office 1 day a week. 

Position Summary

The Tennessee Department of Health's Office of Informatics & Analytics (OIA) is seeking an Epidemiologist to support nonfatal overdose surveillance activities through the CDC's Overdose Data to Action in States (OD2A-S) grant. This position will focus on enhancing syndromic overdose surveillance through ESSENCE. The Epidemiologist will evaluate current overdose case definitions and propose new definitions for emerging substances.

Primary Responsibilities

Nonfatal Overdose Surveillance

  • Develop expertise in the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) and support statewide nonfatal overdose surveillance.
  • Collaborate with surveillance staff to develop and validate surveillance definitions for emerging substances, including medetomidine, vape shop products, cannabis, and other emerging drug classes.
  • Collaborate with internal partners to support integration of ESSENCE data with REDCap and other surveillance systems.
  • Train team members on ESSENCE workflows, surveillance definitions, and data management processes.

Surveillance Reporting and Data Visualization

  • Develop and maintain standardized monthly overdose burden reports to support internal planning and decision-making.
  • Evaluate available surveillance data sources to identify the most appropriate data for routine reporting.
  • Design and maintain automated reporting tools to efficiently produce monthly trend reports.
  • Perform quality assurance reviews to ensure data completeness, accuracy, and consistency prior to dissemination.
  • Present surveillance findings and provide technical guidance on interpretation of overdose trends to internal stakeholders.

Preferred Qualifications

  • Master's degree in Epidemiology, Biostatistics, Public Health, or a related field.
  • Experience conducting epidemiologic analyses using large administrative or surveillance datasets.
  • Experience with SAS, SQL, R, Tableau, or similar analytic and visualization software.
  • Knowledge of public health surveillance systems, syndromic surveillance, or overdose surveillance is preferred.
  • Experience with study design, data quality assessment, statistical analysis, and interpretation of public health data.
  • Excellent written and verbal communication skills, including experience preparing technical reports and presenting findings to diverse audiences.
  • Demonstrated ability to collaborate effectively within multidisciplinary teams and manage multiple projects simultaneously.

Contract Epidemiologist

Requirment: Must work in office 1 day a week. 

This position is housed within the Office of Informatics & Analytics (OIA) at the Tennessee Department of Health. The Epidemiologist will lead data analyses and collaborate with multidisciplinary team members to evaluate the effectiveness and impact of statewide initiatives aimed at reducing substance use, overdose, and related harms. The position will leverage data from the Controlled Substance Monitoring Database (CSMD), Tennessee's Prescription Drug Monitoring Program (PDMP), the Hospital Discharge Data System (HDDS), Vital Statistics death certificate data, and other health-related datasets to examine relationships between exposures, interventions, and health outcomes. We are seeking a collaborative and analytically skilled professional with experience in study design, epidemiologic methods, statistical modeling, and scientific writing who is passionate about translating data into evidence-based public health action.

Duties include:

·       Support evaluations of overdose prevention and interventions such as prescribing limits, naloxone distribution, and provider education programs.

·       Produce reports specific to buprenorphine and stimulants and create visualization products for dissemination.

·       Perform statistical analysis to identify trends, hotspots, and risk factors for drug overdose.

·       Create dashboards and reports for internal and external stakeholders.

·       Work with epidemiologists, program managers, and healthcare providers to inform prevention and intervention efforts.

·       Ensure data quality, security, and confidentiality in line with HIPAA, applicable data governance policies and other regulations.

·       Contribute to grant applications, research studies, and presentations as needed.

Qualifications:

Required:

·       Master’s degree in public health, Biostatistics, Epidemiology, Data Science, or related field.

·       Minimum of 2 years of experience in public health and analytics.

·       Proficiency in analytical (e.g., R, SAS, Stata).

·       Strong SQL skills and familiarity with relational databases.

·       Experience linking different datasets is a plus but not necessary.

·       Ability to communicate complex data findings to non-technical audiences.

·       Knowledge of public health data sources and overdose surveillance systems.

Job Overview:

This position is located in the Office of Informatics & Analytics (OIA) at the Tennessee Department of Health (TDH) in Nashville, TN and is funded by the Bureau of Justice Assistance's (BJA's) Hal Rogers Prescription Drug Monitoring Program (PDMP) Grant. The Epidemiologist 1 will play a key role in advancing overdose surveillance and strengthening the statewide multidisciplinary overdose working group. The ideal candidate will be outgoing and collaborative, comfortable facilitating a large multidisciplinary group, recruiting and building relationships with new partners, and helping partners use overdose data. The role will also support timely dashboards and visualizations that communicate emerging trends.

Key Responsibilities:

  • Facilitate the Overdose Working Group, including:
    • Organizing and confidently leading monthly meetings for a large, multidisciplinary group.
    • Sending meeting reminders, agendas, and meeting notes each month.
    • Structuring engaging meetings that include timely data trends, expert presentations, partner updates, and opportunities for discussion.
    • Coordinating subject matter expert presentations on overdose-related research and evidence-based interventions.
  • Expand the working group's reach and engagement, including:
    • Identifying and inviting new members, including regional epidemiologists, local health partners, and representatives from other state agencies.
    • Building and facilitating new relationships with state agencies and other partners to broaden participation, collaboration, and information sharing.
    • Developing and maintaining a shared working group hub to organize meeting notes, presentations, resources, and other materials for members.
  • Support the planning and execution of an annual in-person working group meeting, which will include:
    • Partner updates, success stories, and program spotlights.
    • Evaluation of the working group’s impact and overdose data utility.
    • Coordinating travel for Hal Rogers working group participants.
  • Assist with creating and maintaining visualizations and dashboards that provide quick, easy-to-interpret trends to support overdose prevention and response.
  • Document processes and methodologies to ensure reproducibility and transparency.

 

Education & Experience Requirements:

The preferred candidate will have an MPH or PhD with significant experience in public health, overdose surveillance, or health data analysis. The ideal candidate should also demonstrate:

  • Strong communication, presentation, and interpersonal skills, with an outgoing and engaging style and the ability to translate complex data into actionable insights.
  • Demonstrated comfort facilitating and leading large-group meetings, coordinating stakeholders, and actively engaging multidisciplinary partners.
  • Proficiency in R, SAS, or SQL.
  • Proficiency in a data visualization software, such as Tableau or R.
  • Experience working with large datasets and translating findings into timely visualizations, dashboards, or other concise data products.
  • Ability to work independently and manage multiple projects in a dynamic environment.
