Overview

DarkStar Intelligence is seeking a Foreign Disclosure and Partner Engagements PDP Facilitator to support and deliver specialized training in Honolulu, Hawaii. This role focuses on the planning, development, coordination, implementation, and continuous improvement of Foreign Disclosure (FD) training programs across a spectrum of learning levels. Training will align with DIA, COE, DoD, ODNI/IC, and Joint Staff standards and support USINDOPACOM Theater Disclosure requirements. This position operates in an on-site, SCIF-based environment. U.S. citizenship is required.

Key Responsibilities

• Plan, develop, and deliver Foreign Disclosure training courses that meet DoD and DIA certification requirements
• Ensure training content incorporates guidance from DOD GS160.16, the National Disclosure Policy (NDP), and USINDOPACOM Theater Disclosure policies
• Develop course content covering Categories One through Eight of Classified Military Information (CMI) as defined in DOD GS160.16
• Utilize systems such as the Foreign Disclosure Management System and support finished intelligence production processes
• Provide quarterly updates and incorporate changes based on evolving FD policy requirements
• Coordinate closely with DIA’s Partner Mission Integration (PMI) to ensure content remains current and policy-compliant
• Participate in on-the-job training during crisis operations, support CCMD exercises, and augment J2/JIOC operations as needed when standard training operations are suspended
  
  

Requirements

Minimum Qualifications

• Active TS/SCI security clearance
• Three to seven years of DoD or military experience in the Foreign Disclosure domain
• Certified and experienced instructor with demonstrated expertise in FD processes and procedures
• Desired Qualifications
• Seven to ten or more years of DoD or military experience in Foreign Disclosure, including operational or strategic roles within the INDOPACOM Area of Responsibility
• Certified curriculum developer and DIA instructor
• Ten or more years of experience developing and delivering Foreign Disclosure training, including topics such as basic FD, sanitization, Write for Release, and Write for Maximum Utility
• Significant experience with Pacific-focused Foreign Disclosure policies, INDOPACOM-specific procedures, and briefing and writing requirements
• Experience with administrative tasks supporting Foreign Disclosure training and policy execution
