Job Summary
The Harm Reduction Manager is responsible for the strategic, operational, and administrative leadership of DAP Health’s Harm Reduction program. This role oversees fixed-site and mobile harm reduction services, manages a growing harm reduction vending machine program,
ensures regulatory compliance (including CDPH requirements), and leads staff development, scheduling, performance, and QI initiatives. The Manager reduces day-to-day direct service expectations for frontline staff by providing clear structure, logistics oversight, and data-driven planning to sustain program growth, prevent burnout, and ensure high-quality services across the Coachella Valley.
Supervisory Responsibilities
- Direct supervision of harm reduction educators/coordinators and related roles
- Review weekly timesheets for accuracy, review employee submissions and updates as needed; approve timesheets by required timeline
- Conduct one-on-one meetings (monthly at a minimum frequency, preferably bi-weekly), scheduled conversations, and annual performance reviews with direct reports by required timeline
- Attend mandatory Manager’s Learning Collaborative trainings
- Partner with People Operations to:
- Develop a learning plan for employee development goals to provide tools needed to excel in their position
- Implement and follow a process to address performance issues as they arise
- Prepare a comprehensive onboarding process for each specific position for all new hires
- Address serious issues that may require interventions or investigations
- Develop and monitor departmental and program/project operating budgets, costs and schedules
- Supervise, lead, coach, and use best management practices to improve staff performance
- Support and model the identified vision, values, and behaviors of the organization
Essential Duties/Responsibilities
Program Operations & Growth
- Lead operations across fixed sites (e.g., Palm Springs and Cathedral City), mobile outreach (including expansions into Desert Hot Springs and Cathedral City), and harm reduction vending machine initiatives (procurement, placement, inventory, usage analytics, and compliance).
- Serve as primary liaison with city leadership and law enforcement partners to support mobile services, address community concerns, and ensure local alignment with public health and safety initiatives
- Develop and maintain logistics plans for outreach schedules, supply chain/stocking (safer-use kits, naloxone, fentanyl test strips, syringes), and distribution across program sites and vending machines
- Coordinate with DAP Health clinical teams to ensure warm handoffs and trauma-informed referrals to medical, dental, behavioral health, substance use, sexual health, PrEP/PEP, and other services
Compliance, Data & Quality
- Own program compliance with CDPH authorization(s), municipal requirements, and funder policies; prepare for and lead audits
- Oversee accurate, timely data entry and reporting (e.g., Narcan distribution and overdose reversal outcomes, vending utilization, outreach encounters) to demonstrate impact and meet funder deliverables
- Lead Quality Improvement initiatives (documentation audits, Epic/chart reviews, workflow refinements) and implement corrective action as needed
People Leadership
- Supervise, coach, and develop harm reduction staff; conduct regular 1:1s, performance evaluations, learning plans, and corrective action when necessary. Partner closely with People Operations
- Build staffing plans and coverage models that balance fixed-site, mobile, and vending operations while minimizing burnout
- Lead hiring processes (recruitment, interviews, selection) for harm reduction roles
Budget & Strategy
- Develop and monitor program budgets, optimize use of Opioid Settlement Funds and other grants, and identify opportunities for sustainable growth
- Draft proposals and operational plans that expand equitable, low-barrier access to harm reduction supplies and education
Education & Community Engagement
- Ensure staff proficiency in harm reduction strategies (e.g., syringe access, naloxone distribution, safer-use education) and support group- and individual-level education in community settings
- Represent DAP Health in community coalitions and with public agencies to advance evidence-based harm reduction
Other
- Perform other duties as assigned to meet departmental and organizational objective
Required Skills/Abilities
- Strong grasp of harm reduction principles, SSP operations, overdose prevention, and safer-use education
- Logistics and inventory management (including vending programs) and municipal/regulatory navigation
- Exceptional communication and stakeholder management (community partners, city leaders, law enforcement)
- Critical thinking, problem-solving, and ability to manage multiple projects and deadlines
Education and Experience
- Bachelor’s degree preferred; progressively responsible experience in harm reduction, public health, or related field required. Prior supervisory/managerial experience preferred
- Current BLS certification obtained through the American Heart Association or American Red Cross
- CA Office of AIDS Community-Based HIV/HCV Testing certification preferred (or obtained within 6 months)
- Proficiency with Microsoft 365/Outlook; familiarity with EHR (e.g., Epic) and data/reporting tools
Working Conditions/Physical Requirements
- This position is on-site at a DAP Health Sunrise frequent local travel across the Coachella
- This job operates in an office setting and requires frequent times of sitting, standing, repetitive motion and talking

- Requires current and valid driver’s license and current personal auto insurance and reliable transportation
- Flexible schedule with some evenings/weekends
- Ability to lift up to 24 pounds
Salary : $68,680 - $75,055
