- Designs, develops and implements programs and systems to address the needs of the organization and integrates with the district’s current IT environment.
- Define product requirements and create high-level architectural specifications, ensuring feasibility, functionality, and integration with existing systems/platforms
- Promotion of shared infrastructure and applications to reduce costs and improve information flows. Ensure that projects do not duplicate functionality or diverge from other business and IT strategies
- Direct or indirect involvement in the development of policies, standards and guidelines that direct the selection, development, implementation and use of Information Technology within the environment
- Build employee knowledge and skills in specific areas of expertise
- Limit choices available during the software development life cycle by choosing a standard way of creating, defining, or choosing an application framework for the application development process
- Recognize potential reuse in the organization or in the application by observing and understanding the broader system environment creating the component design having knowledge of other applications in the organization
- Analyze, design, develop, maintain, monitor and support complex applications within the Finance/Procurement environment and implement robust, maintainable solutions that meet the established business requirements
- Grasp the functions of each component within the application and understand the interactions and dependencies among components
- Perform or assist in debugging, troubleshooting and resolving application and data integrity issues
- Develop new approaches to complex design problems and communicate concepts to developers
- Serve as project lead by overseeing workload and resource capacity while acting as the primary liaison between the development team and business stakeholders
- Responsible for adherence to ITIL standards or other IT development methodology and standards
- Bachelor's degree in Information Technology, Software Engineering, Computer Science, or related field
- Seven years of experience in designing software applications based upon analysis of the user requirements
- Five years of experience in Oracle APEX application development
- Knowledge and experience in at least two of the following areas:
- Oracle R12 with deep expertise in two or more of the following modules: HR Payroll and Financial Applications systems: HR, Payroll, Self Service, Benefits, Labor Distribution, Time and Labor, General Ledger, Accounts Payable, Purchasing, Projects/Grants, Public Sector Budgeting, Fixed Assets, Cash Management, Inventory, Accounts Receivable, Treasury, iExpense, iProcurement
- PL/SQL Developer, SQL, SQL Navigator, Developer 2000, Oracle Reports, Oracle Forms, Oracle XML Publisher, Oracle Alerts, Oracle Workflow, Data Loader, Shell Scripting, Application Express (APEX), UNIX
- Excellent understanding of the software development process, including requirements analysis, testing, and deployment
- Experience with web/App part development, site definitions, layouts, master pages, features, packages solutions, event handlers
- Excellent troubleshooting and problem-solving skills
- Deep knowledge of data integration, data modeling and optimization
- Exceptional ability to diagnose and tune queries for performance
- Communicate clearly and effectively with technical and non-technical staff
- Ability to build and understand overall framework and architecture and make recommendations to the management on next steps towards maturity
- Ability to supervise and manage a technical team
