Mechanical, Electrical, and Quality Control Managers

We are seeking experienced Mechanical, Electrical, and Quality Control Managers to join the Contractor Quality Control team on U.S. Army Corps of Engineers construction projects. This individual will manage overall project quality while providing direct quality-control oversight of mechanical, electrical, plumbing, controls, fire alarm, communications, and related building systems.

The QCM will have the authority to identify noncompliant work, require corrective action, and stop work when necessary to maintain contract quality and safety requirements.

Primary Responsibilities

• Develop, implement, and maintain the project-specific Contractor Quality Control Plan.
• Manage the USACE three-phase control process, including preparatory, initial, and follow-up phases.
• Identify and track definable features of work.
• Review contract drawings, specifications, approved submittals, RFIs, design changes, coordination drawings, and contract modifications.
• Conduct and document quality-control meetings, inspections, testing, and coordination activities.
• Prepare accurate daily quality-control reports using RMS/QCS or other required government systems.
• Maintain submittal registers, testing logs, deficiency lists, rework items, inspection records, and closeout documentation.
• Verify that materials and equipment delivered onsite comply with approved submittals and contract requirements.
• Confirm that required approvals, qualifications, certifications, and testing procedures are in place before work begins.
• Inspect HVAC, plumbing, piping, controls, insulation, ductwork, equipment, and associated mechanical systems.
• Inspect electrical distribution, grounding, lighting, controls, fire alarm, communications, security, emergency power, and related electrical systems.
• Verify equipment clearances, supports, labeling, firestopping, system separation, access, and code compliance.
• Coordinate inspections with subcontractors, testing agencies, commissioning personnel, designers, project management, and USACE representatives.
• Witness pressure testing, flushing, duct testing, equipment startup, testing and balancing, controls verification, electrical testing, grounding testing, torque verification, and functional performance testing.
• Identify deficient or noncompliant work, document required corrections, and verify completion before concealment or acceptance.
• Maintain current as-built drawings and verify that field changes are properly documented.
• Coordinate system commissioning, startup, owner training, punch-list completion, operation and maintenance manuals, warranties, and final project closeout.
• Work closely with the Project Manager, Superintendent, and Site Safety and Health Officer while maintaining the independent authority required of the QCM.
• Stop work when materials, installations, testing, or workmanship do not comply with contract requirements.

Required Qualifications

• Current USACE Construction Quality Management for Contractors certification.
• At least five years of combined construction quality-control in mechanical or electrical project-management, superintendent, engineering, commissioning, or inspection experience—or the experience specifically required by the project contract.
• Working knowledge of commercial mechanical, electrical, plumbing, controls, and life-safety systems.
• Experience administering the USACE three-phase control process on federal construction projects.
• Ability to interpret construction drawings, specifications, submittals, schedules, RFIs, testing requirements, and contract modifications.
• Strong technical writing, documentation, organization, and communication skills.
• Ability to pass applicable background checks and obtain access to military installations.

Preferred Qualifications

• Previous experience serving as a QCM, Mechanical, or Electrical Quality Control Specialist on USACE, NAVFAC, or other federal projects.
• Experience using RMS/QCS.
• OSHA 30 certification.
• Engineering, construction-management, mechanical, electrical, or related degree or trade qualification.
• Knowledge of the NEC, NFPA requirements, UFC criteria, EM 385-1-1, mechanical codes, commissioning requirements, and federal project closeout procedures.
• Experience with design-build projects, renovations, occupied facilities, commissioning, and complex building systems.
• Electrical or mechanical trade license, journeyman-level experience, or comparable field experience is beneficial.

Pay: $75,000.00 - $115,000.00 per year
