D&G Solutions is seeking a Business Management Analyst-SME to support the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Stakeholder Engagement Division (SED). CISA leads national efforts to enhance the security and resilience of the Nation's critical infrastructure. Within CISA, the Stakeholder Engagement Division (SED) Sector Risk Management (SM) Sub-Division executes Sector Risk Management Agency (SRMA) responsibilities for CISA-led sectors and supports CISA's role as the National Coordinator for critical infrastructure and resilience. This position provides authoritative subject matter expertise and advanced analysis on critical infrastructure, cyber and physical security, sector risk, governance, and national-level coordination to shape executive decisions and mission outcomes.

What You Will Do

• Serve as the subject matter expert for the development, implementation, and maintenance of governance frameworks and associated artifacts, including charters, bylaws, membership structures, governance procedures, training materials, recertification requirements and artifacts, and records inventories while ensuring alignment with applicable policies, requirements, and organizational objectives.
• Serve as a subject matter expert and senior advisor on governance, advisory, stakeholder engagement, and sector management functions.
• Provide expert guidance on the development and maintenance of charters, bylaws, membership structures, governance procedures, training materials, recertification artifacts, and records inventories.
• Provide expert-level planning, oversight, and guidance for complex classified and unclassified council, advisory, sector, and stakeholder engagements and events.
• Assess stakeholder engagement activities and data to identify trends, gaps, lessons learned, and opportunities for continuous improvement, recommending strategies to improve engagement effectiveness and mission outcomes.
• Develop and advise on integrated management and performance frameworks, including project schedules, process maps, POA&Ms, dashboards, forecasts, metrics, and performance tracking products using Microsoft Office, Power BI, Microsoft Project, Power Platform, or Government-approved tools.
• Conduct and oversee complex qualitative and quantitative analyses of recommendations, actions, decisions, participation, risks, dependencies, and sector trends, synthesizing findings into actionable recommendations for senior leadership.
• Advise and coordinate with senior Government officials and high-level internal and external stakeholders to address complex or cross-cutting issues, facilitate consensus, and ensure accurate tracking of actions, recommendations, decisions, participation, and outreach.
• Establish, assess, and provide expert guidance on governance and compliance frameworks supporting advisory, stakeholder engagement, and sector management workstreams, identifying gaps and recommending improvements to policies, processes, procedures, and controls.
• Provide expert oversight of QA/QC, documentation, and Federal records management practices, ensuring products and processes comply with applicable requirements, including FACA, DHS Directive 093-01, GRS 6.2, and other relevant Government policies and standards.
• Provide technical and functional mentorship to analysts and project teams, establish best practices, review complex or high-visibility deliverables, and serve as an escalation point for issues requiring advanced subject matter expertise or senior-level judgment.
  
  
  

Required

What We Are Looking For

• MS/MA degree.
• 12 years of relevant business management analyst experience.
• 7 years of relevant experience with critical infrastructure protection, including sector management, advisory, and stakeholder engagement functions.
• Demonstrated expertise in leading complex, high-visibility research and analysis efforts and translating findings into strategic recommendations, executive-level briefings, decision-support products, and other senior leadership deliverables.
• Demonstrated ability to exercise a high degree of initiative, independent judgment, and attention to detail while leading complex efforts and effectively managing multiple priorities, competing demands, and time-sensitive requirements.
• Demonstrated expertise aligning stakeholder engagement activities and outputs with broader governance and coordination processes, lessons-learned efforts, strategic objectives, and cross-sector frameworks.
• Demonstrated ability to advise, engage, and build consensus among diverse internal and external stakeholders, including senior Government officials, executives, and subject matter experts.
• Demonstrated ability to identify complex or cross-cutting issues, assess risks and dependencies, and develop actionable recommendations to inform senior-level decision-making.
• Demonstrated ability to provide subject matter expertise, technical guidance, and quality oversight to project teams, including reviewing complex or high-visibility products and establishing or applying best practices.
• Advanced proficiency with Microsoft Office, particularly Word, Excel, SharePoint, and PowerPoint, with the ability to develop executive-level analyses, presentations, and decision-support products.
• Must be willing to work onsite in Arlington, Virginia.

• Demonstrated team leadership and mentoring capabilities, including the ability to build collaborative teams, develop junior and senior staff, provide constructive feedback, and promote accountability and high-quality performance.
• Exceptional judgment and problem-solving skills, with the ability to assess complex or ambiguous situations, identify underlying issues, evaluate competing priorities, and recommend practical courses of action.
• Demonstrated adaptability and composure when operating in dynamic, high-visibility environments with changing priorities, compressed timelines, and competing stakeholder requirements.
• Strong organizational awareness, with the ability to understand stakeholder interests, organizational dynamics, and decision-making processes and effectively navigate complex environments.
• Demonstrated ability to translate between technical, operational, policy, and executive audiences, ensuring complex information is communicated in a manner appropriate to the intended audience.
