Telecom Expense Finance Manager
Location: 2 Broadway, New York city, NY
Work Arrangement: 100% Onsite – No Telework

Position Summary
The Telecom Expense Finance Manager will manage financial analysis, budgeting, forecasting, invoice auditing, vendor payments, and cost optimization for MTA's telecom and IT services. The role will partner with IT Telecom Services, Finance, Procurement, and telecom vendors to improve expense controls, identify savings opportunities, and ensure accurate billing and financial reporting.
Key Responsibilities
Manage and analyze telecom expenses including wireless, wired voice/data, mobile devices, cloud, and related IT services.
Perform detailed telecom invoice audits, billing reconciliation, and vendor payment validation.
Analyze large datasets to identify billing errors, overcharges, unused services, and cost-saving opportunities.
Manage budget-to-actual analysis, forecasting, variance analysis, and annual budget planning.
Monitor telecom vendor spending against contracts and approved funding.
Analyze approximately 30,000 mobile device records and reconcile internal assets with carrier records.
Review zero-usage devices and recommend service optimization, suspension, or termination.
Develop financial reports, dashboards, and executive presentations using Excel and Power BI.
Generate and analyze reports using ServiceNow and PeopleSoft.
Identify and implement process improvements and automation opportunities.
Support telecom contract, procurement, vendor management, and cost-reduction initiatives.
Present financial analysis, trends, risks, and savings recommendations to leadership.
Required Qualifications
Bachelor's degree in Finance, Accounting, Economics, Business, IT, or related field preferred.
Strong experience in financial analysis, expense management, budgeting, forecasting, and invoice auditing.
Experience in Telecom Expense Management (TEM) or IT expense management.
Strong telecom billing, vendor management, and cost optimization experience.
Advanced Excel skills, including pivot tables and large-data analysis.
Experience with Power BI, ServiceNow, and PeopleSoft.
Experience working with large databases and financial datasets.
Strong analytical, problem-solving, and communication skills.
Ability to identify cost-saving opportunities and translate complex data into actionable recommendations.
Experience with telecom carriers such as AT&T, T-Mobile, Verizon, or Sprint is preferred.
