CLASS SUMMARY

Responsible for routine inspections, assigned by leadership team, across the CVG Airport airfield and facility projects and coordinates airfield closures.  Supports succeeding Inspector levels while developing inspection techniques, procedures, and record keeping best practices.  Prepares FAA and CVG Airport required reports and correspondence; reviews technical portion of project plans and specifications; coordinates maintenance of construction as-built drawings and documents and records quantities.  Position may require nightshift work to meet construction deadlines or accommodate construction activities including utility service outages and interruptions during “non-peak” hours.

ESSENTIAL DUTIES

  • Reviews plans and specifications and sites for construction projects. Updates necessary internal and external stakeholders with overview of project, schedule changes, review specifications, and relay communication with contractors.
  • Inspects, monitors and reports construction activities related to compliance with plans and specifications, reviews RFI's, change orders and applicable regulations. Measures and documents installed work.
  • Reports violations of policies and procedures related to safety, security, permits, dust control, erosion control, and other applicable site-specific construction requirements for each project.
  • Maintains logs, records, record drawings (as-builts) and construction progress reports.
  • Completes project daily reports on multiple jobs.
  • Reports special construction issues and site conditions to leadership and coordinates directed solutions.
  • Schedules and coordinates activities related to construction surveys, soil and material testing and other services or materials.
  • Coordinates construction and inspection services in cooperation with contractors and other agencies. Follows project tracking methodology to ensure tracking consistency from project to project.
  • Participates in construction submittal tracking in accordance with project requirements.
  • Assists with the creation and maintenance of file paths and spreadsheets in accordance with departmental procedures, tracking costs against actual expenses, document management, and project closeout.
  • Inspects work on airfield construction projects to ensure compliance with plans, specifications, and FAA requirements. Reports non-compliance per department procedures.
  • Prepares and reviews construction reports and correspondences. Assists with coordinating utility outages, personal and vehicular escorts, and access to restricted areas.
  • Reviews vendor drawings and provides technical evaluation of bids. Builds relationships with contractors and external stakeholders to ensure trust, transparency, and project quality and completion.
  • Verifies safe work practices are undertaken to support quality compliance and control.
  • Coordinates and works closely with internal CVG Airport departments.

Performs other duties of a similar nature and level as assigned.

EDUCATION & EXPERIENCE

Minimum Education:    Associate’s degree

Details:  Civil Engineering Technology, Construction Engineering Technology, Construction Management or a related field in the area of assignment.

Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LICENSING/CERTIFICATIONS

Required

  • Maintain Security Identification Display Area (SIDA) clearance
  • Valid driver’s license
  • OSHA 10 or ability to obtain within 6 months of hire
  • Obtain and maintain position appropriate NIMS & emergency training
  • Obtain Basic ASOS (Airport Safety and Operations Specialist) Certificate

Airfield Driving

This position requires driving on the airfield ramps.

DEMONSTRATED KNOWLEDGE OF

  • Working knowledge of the construction industry, inspections and project tracking.
  • Construction management, scheduling, and blueprint specifications.
  • OSHA construction requirements; Kentucky Department of Highways (KDOH or equivalent Department of Transportation) practices, and CSI Specifications Master Format.
  • New and trending construction materials, methods, equipment and activities.
  • PMWeb or other project management software.
  • FAA requirements and applicable safety and security rules/regulations preferred.
  • Federal Aviation Authority (FAA) regulations regarding construction projects preferred.

DEMONSTRATED SKILL IN

  • Reading and understanding construction plans and blueprints.
  • Clearly and effectively communicating, and advocating, both orally and in writing.
  • iPad and computer use.
  • Use of a variety of computer-based technologies including word processing, spreadsheets, and knowledge and skills to perform a multitude of drawing and exhibit platforms.
  • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups.
  • Budgets and schedule development.
