Job Summary

The Admissions Screening Officer responsibilities include, but are not limited to, daily management of all admissions and diversion program placement of juveniles to the Detention Center by law enforcement and the public; responsible for preparing and coordinating the Detention Center docket for the Arraignment Magistrate; provides 24-hour support for warrant checks, fresh charges and booking photos for law enforcement line ups.

 

Essential Duties and Responsibilities

Determines admission to Detention Services by completing the Detention Admission Screening Instrument (DASI) and by researching a youth’s case history in iCase; interviews youth for the presence of medical or mental health issues, to clear for admission; serves as a “front line” coordinator for Prosecutor, Clerk of Court’s Office, Detention Arraignment Magistrate, Public Defender and law enforcement; works in two data systems simultaneously; dockets arraignment hearings for Detention Magistrate and accepts/processes complaints by law enforcement for transmittal to County Prosecutors. 

Assesses youth and determines suitability for admission to Detention Services by completing the Detention Admission Screening Instrument (DASI), researching a youth’s case history in iCase, and interviewing youth for the presence of medical or mental health issues.

Processes youth for admission or diversion programs by processing booking photos for each youth admitted, processing finger/palm print scan for each youth admitted using Biometric Information Management software, interviewing youth to determine suitability, coordinating mental health and medical screening, administering the SOGIE (sexual orientation, gender identity and expression) and explaining the legal process to youth and others as needed. Coordinates closely with other Detention Departments at the time of youth admission for continuity.

Inputs demographical data into iCase, JailTracker and internal Access Database and logs law enforcement calls into database.

Serves as a “front line” coordinator for Prosecutor, Clerk of Court’s Office, Detention Arraignment Magistrate, Public Defender, law enforcement and courtroom staff. Makes independent judgments pursuant to Detention policies and post-orders regarding handling law enforcement and court room inquiries, in compliance with department standards; diverts youth to other resources when possible.

Schedules Detention Magistrate arraignment hearings and accepts/processes complaints by law enforcement for transmittal to County Prosecutors. 

Facilitates admissions of Runaway and Warrant youth with law enforcement, other municipalities, states and childrens services organizations to begin the process of returning youth to their home state/jurisdiction.

Processes surety bonds after hours and during holiday periods, confirming the identity of the bondsman as well as entering pertinant information into Juvenile Court’s database (Icase).

Responds to emergency and crisis situations with regard to families, law enforcement and Court rooms, including allegations of police abuse and completing the related reports for this matter and in scheduling walk-in hearings to resolve cases; serves as the Court liaison with regard to emergency “consent to treat” documentation.

Processes and manages detailed legal documents for use in Court; processes all complaints as determined by the appropriate criminal codes/statutes and local ordinances.

Prepares various Population reports such as court issues that impact the length of stay; provides feedback to Unit Manager-Population in regard to problems and/or pertinent issues with DASI criteria and form.

Participates in various initiatives, including the Fugitive Safe Surrender, CALM, Car Theft Program, Gun Reduction Program and the PASS Program.

Processes all Cleveland Police Arrests using CPD’s Motorola1 computer database, completes arrest jacket for that youth including adding booking photo.

Performs other duties as assigned and/or required.

Supervisory Responsibilities

Has no direct supervisory responsibility for staff members.

Equipment Operated

Detention security equipment such as computers, cameras, telephones, and radios.  CPD LERMS database, CPD Booking Photo software, Biometric Information Management Fingerprint Scanning Database.

Confidential Data

All court-related information regarding hearings, etc. that the employee may come in contact with by working in the facility.

Working Conditions

Potential exposure to hazardous situations that may occur in the court environment, including a tense and hostile atmosphere, contagious diseases, loss of bodily fluids, vulgar and obscene language, and emotionally charged situations. Must be able to tolerate exposure to evidence and testimony that may be disturbing, such as photographs of violent scenes and victims; evidence that may include syringes, drugs, weapons and blood; defendant and witnesses who may potentially be verbally or physically abusive; allergens, such as perfumes and dust; and unpleasant odors, such as unwashed clothing, chemicals offered into evidence and unwashed people. Must have the capacity to work in closed environment and work with alleged delinquent youth, some of whom may be dangerous.  Occasionally handles emergency or crisis situations. Frequently subject to interruptions, multiple calls, and inquiries.

 

Usual Physical Demands

 While performing the duties of this job, the employee is required to sit, to speak clearly, and to hear.  The employee must occasionally lift and/or move up to 10 pounds.

Knowledge, Qualifications, Skills, and Abilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required. 

 

Must possess knowledge of Ohio Rules of Juvenile Procedure, Ohio Revised Code, Municipal Ordinances; an understanding of Cuyahoga County Court of Common Pleas Juvenile Division procedures and case flow management; ability to work independently; well organized; excellent interpersonal skills; ability to assess and interview clients/youth; apt in crisis management; ability to handle a variable schedule; familiarity with social service agencies serving children, families, parents, etc.; excellent verbal and written communication skills; ability to problem solve (with minimal supervision); demonstrable knowledge of Microsoft Office Suite; ability to calmly interact with citizens and others in crisis situations.

Education and/or Experience

High School Diploma or GED.

AND

Five (5) years of work experience in juvenile justice or law enforcement.
