We are seeking an experienced AD/Director of Cost Management - Semiconductor Construction to lead the cost management function for a major new-build semiconductor manufacturing project valued at approximately $3 billion in Ocotillo, Arizona. This role will provide strategic leadership for all project cost activities while managing and developing a high-performing team of cost managers, estimators, and commercial professionals. The ideal candidate brings extensive experience delivering large-scale semiconductor construction projects, a strong background in financial controls and estimating, and the ability to partner with clients, project leadership, and contractors to successfully execute complex capital programs.

The salary range for this full-time role is $153,100.00-$214,366.70 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.

Key Responsibilities
Leadership & Team Management
- Lead, mentor, and grow a team of cost managers, estimators, and commercial professionals.
- Establish best practices, procedures, and quality standards for cost management activities.
- Provide strategic direction and oversight for project cost control efforts across all phases of construction.
- Foster a collaborative, high-performance culture focused on accountability, innovation, and client service.
- Direct all aspects of project budgeting, estimating, forecasting, and cost reporting.
- Develop and maintain comprehensive cost management plans for a $3B semiconductor construction program.
- Monitor project expenditures, identify cost risks, and implement mitigation strategies.
- Review and approve cost estimates, change orders, forecasts, and financial reports.
- Ensure cost performance aligns with established project objectives and client expectations.
- Build and maintain strong relationships with clients, contractors, consultants, and executive stakeholders.
- Serve as the primary point of contact for all cost management matters.
- Present project financial status, risks, and recommendations to senior leadership and client teams.
- Partner with project leadership to support successful project delivery and business objectives.
- Oversee procurement cost evaluations, bid analysis, and contract reviews.
- Manage change order review and approval processes.
- Support contract negotiations and ensure compliance with commercial requirements.
- Monitor payment applications and subcontractor financial performance.
- Support the continued growth of the semiconductor sector and cost management practice.
- Contribute to client development, business strategy, and operational excellence initiatives.
- Identify opportunities to improve processes, tools, and reporting capabilities.
- Bachelor's degree in Construction Management, Engineering, Quantity Surveying, or a related field.
- 12 years of experience in construction cost management, estimating, quantity surveying, or commercial management.
- Required: Demonstrated experience leading cost management, estimating, or commercial functions on large-scale semiconductor construction projects.
- Experience supporting new-build semiconductor manufacturing facilities, fabs, cleanrooms, or advanced technology projects is required.
- Proven experience managing cost controls on large-scale industrial, manufacturing, mission-critical, or advanced technology projects.
- Minimum of 3 years leading and developing high-performing teams.
- Strong understanding of project controls, estimating, forecasting, contracts, and financial reporting.
- Experience managing large capital construction programs exceeding $500M.
- Professional certifications such as PMP, CCP, MRICS, PQS, or LEED AP.
- Deep understanding of CSA (Civil, Structural, Architectural) and MEP (Mechanical, Electrical, Plumbing) construction disciplines.
- Experience supporting design-build and EPC project delivery models.
- Strong business development and client relationship management skills.
- Advanced proficiency with cost management and project controls systems.
