Position(s) located in the Social Work Services - Children Services Unit.
Duties:The Social Work Program Administrator II position working title could be a Division Director or Section Chief over Social Work Services, Performance Management and/or other Divisions based on the organizational structure of the agency and supervises Program Managers with an average of 3-6 supervisor/staff teams. The Social Work Program Administrator II will oversee the day-to-day operations of a Child Protection and Placement, Adult Services and/or Performance Management division under the direction of a Human Services Deputy Director or agency Director. Social Work Program Administrator II position is responsible for the planning, development, administration, and supervision of multiple child protective services, adult services, and/or performance management units and provides coverage after hours and holidays. The Social Work Program Administrator II is also responsible for the operation of a battered women’s shelter, residential group home, visitation center and/or community transportation services. A Divisions or Section responsibilities may also include the oversight and supervision of Medicaid, IV-E and TANF eligibility determination services including the supervision of income maintenance caseworkers. Division Directors or Section Chiefs over Performance Management oversee the day-to-day operations of the data analytics, quality assurance, training and tracking of state/federal compliance monitoring and corrective action plans for various program throughout the agency.
The Social Work Program Administrator is responsible for setting long-term programmatic and operational goals, as well as the necessary organizational structure and support resources to accomplish those goals. By using information systems within the division/section and within the agency as a management tool, the Social Work Program Administrator plans programs that meet the needs of children, families, disabled adults, and the elderly. The Program Administrator initiates and participates in the development and implementation of mechanisms to generate management reports which reflect program and staff effectiveness, such as practice standards, reporting systems, fiscal accountability, training, and other quality assurance measures.
The Social Work Program Administrator works with the Program Managers to develop programs consistent with statute and state policy and procedure; revises external guidelines to meet the needs of children, families, disabled adults, and the elderly when changes occur, and advocates for legislation that would strengthen programs that already exist or would allow for the development of programs to meet specific needs. Program Administrators may also work with internal stakeholders in all areas of the organization related to the overall performance, continuous quality improvement and effective/efficiency of the agency.
PREFERRED TRAINING & EXPERIENCE: Master’s degree from an accredited school of social work with more than four (4) years’ experience in a County Department of Social Services (with over two (2) of those years as a manager of supervisors). For Social Work Program Administrator II positions in the Performance Management Division or Section, experience in performance management, data analytics, training, and quality assurance.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.
