ROLE SUMMARY
The Procurement & Selection Specialist leads development of the ERP RFP and manages the vendor evaluation process through final selection. This role steps in at full capacity during Phases 2 and 3, ensuring the procurement process is rigorous, vendor-neutral, and compliant with City purchasing policies.
KEY RESPONSIBILITIES
- Develop the comprehensive ERP RFP document incorporating functional/technical requirements from Phase 1
- Design vendor response templates, evaluation criteria, and pricing structures aligned with City purchasing policies
- Recommend a procurement methodology consistent with California public procurement regulations
- Coordinate vendor outreach, pre-proposal meetings, and written clarifications during the RFP process
- Develop and manage the RFP scoring and demonstration evaluation templates
- Serve as a neutral advisor during proposal evaluations, vendor demos, and reference checks
- Ensure scoring consistency, documentation integrity, and audit-readiness throughout evaluation
- Prepare the final vendor evaluation summary and selection recommendation report
- Support contract negotiation by providing technical and functional insight
QUALIFICATIONS
- 6 years of experience in ERP procurement, vendor management, or public-sector technology contracting
- Demonstrated experience developing RFPs and managing vendor selection processes for government ERP projects
- Experience with ERP vendor landscape for local government including Tyler Technologies, Workday, SAP, Oracle, Munis, or similar
- Strong analytical and scoring facilitation skills; ability to produce clear evaluation documentation
- Experience supporting negotiation of technology contracts in a government setting
- Familiarity with OpenGov eProcurement or similar government procurement portals a plus
